摘　　要： 社会保障制度的产生源于人们对公平正义的诉求，社会保障的建设和发展历程正是对社会公平正义价值理念的追求和实现过程。维护社会公平正义是社会保障制度的核心价值理念。如何建立一个更加公平正义和可持续发展的完善的社会保障制度，已经成为人们普遍关注的焦点问题。加快农村社会保障制度建设，是促进农业和农村发展、改善农民生活、对于健全社会保障体系，构建社会主义和谐社会和实现中华民族伟大复兴的中国梦具有重要的战略意义。 随着改革开放的不断深化，广大农民理应享受社会保障的权利，共享改革发展与社会进步所带来的成果。以公平正义为核心价值理念和导向，促进我国农村社会保障制度公平可持续发展，已经成为我国广大农民群众的热切期盼。完善农村社会保障制度符合广大农民群众的根本利益，能够普遍保障和改善农民的生活水平，保障广大农民的基本生活，解除农民群众的后顾之忧，促进社会的安定和谐。论文通过论述公平正义与社会保障制度的关系，指出农村社会保障制度的改革是推进我国公平正义的关键，并结合农村实际情况，针对山东农村的新型农村社会养老保险和新型农村医疗的现状，分析了目前我国农村社会保障制度在公平正义方面存在的缺失，提出了完善我国农村社会保障制度的政策建议，从而深化公平正义的核心价值理念。 The social security system originate from the appeal of people to fairness and justice. Theconstruction and development process of social security is just the pursuit andimplementation procedure to the values of social justice. To safeguard the social fairness andjustice is the core value concept of social security system. How to establish a more fair,sustainable and perfect social security system has become the focus of public attention. Theacceleration of the construction of rural social security system is an important guarantee topromote agricultural and rural development and to improve farmers' lives, this has animportant strategic significance to establishing a sound social security system, building aharmonious society and achieving the great rejuvenation of the Chinese nation.With the deepening of reform and opening up, The majority of farmers should enjoy theright coming from the social security and share the fruit of reform and social progress.Taking justice as the core values and direction, promoting sustainable development of ruralsocial security system’s fairness has become the eagerly expectancy among the masses. Tocomplete rural social security system meet the fundamental interests of the peasant masses,this can also generally ensure and improve the living standards of farmers, to protect thebasic livelihood of farmers, to remove any menace from the "rear" of farmer masses, topromote social stability and harmony. This paper discusses the relationship between fairness,justice and the social security system, and points out that the reform of the rural socialsecurity system is the key to advancing fairness and justice. Combined with the actualsituation in rural areas, in view of the new rural social pension insurance and the new ruralmedical situation in Shandong countryside, this paper analyzes the drawbacks of ourcountry’s rural social security system in the fairness and justice at present, put forward tosome suggestions perfecting the system of rural social security policy for our country, as aresult deepening the core values of fairness and justice.
