摘　　要： 能源问题日渐成为全球关注的焦点。鉴于日趋紧张的能源供求关系，研究能源供应者与能源消费者间关系，尤其是其中的能源政策则显得更为重要。文中选择俄罗斯和欧盟作为研究对象，主要是因为两者分别作为全球最大的能源供应者以及能源消费者，双方不仅在能源问题上存在大量合作的空间，而且在能源合作上实质各有所求。这很大程度取决于如何通过其能源政策实现国家利益。而通过研究俄罗斯对欧盟的能源政策，能发现俄能源政策取得的效果更为明显，通过分析，这归因于其能源政策更具针对性，这有利于俄罗斯通过能源政策更为有效地实现其国家利益。最后通过反思俄罗斯目前能源政策的不足，并根据研究所得对能源供应国、消费国以及过境国等提出了相应的建议，为日后研究能源领域相关问题提供参考依据。 Energy security issue increasingly becomes the focus of global attention. Due to theincreasingly tense of relationship between the energy supply and demand, studying on therelations, especially the energy policies, between energy suppliers and consumers become muchmore important. Russia and the EU are selected as the objects of study, mainly because of theirroles as the world's largest energy suppliers and consumers respectively. Both sides have tocooperate on energy issues, and both of them are expecting more from the energy cooperation.This largely depends on how the supplier to achieve national interests through its energy policy.The effect of Russia's energy policy is much more significant because of its energy policy moretargeted, which makes Russia achieve its national interests through energy policy more effectively.Finally, the current disadvantages on Russia's energy policy are found out through the reflection.Then some appropriate recommendations to the energy suppliers, consumers and transit countrieswill be provided based on the study. I hope that the information above may provide a reference forfuture research in the field of energy-related issues.
