摘　　要： 农合机构在快速发展和全面提升核心竞争力的过程中，其信息科技系统的建设发挥了重要的作用。G省金融信息服务平台作为G省农合机构信息化建设的承担者，对农合机构的深化改革、对G省农村金融体系的构建与完善、对G省农村经济的发展都影响重大，因此对G省金融信息服务平台功能定位的研究具有重大意义。 本文首先对金融信息服务平台功能定位存在问题进行分析，得出其功能定位模糊不清的结论，进一步对金融信息服务平台功能现状进行分析，找出其存在问题。然后，在前面分析的基础上，找出G省金融信息服务平台功能定位存在问题的原因并提出其功能定位的必要性。再次，在借鉴相似机构经验的基础上，采取功能范式的方法来进行改革路径的设计，即采用“外部环境—功能—结构”的模式来审视和处理金融信息服务平台功能定位问题，提出对金融信息服务平台的明确功能定位：短期定位为为G省农合机构及村镇银行等中小金融机构提供多元化、专业性金融服务的机构；中长期则逐渐将服务范围扩大到全国，将服务对象扩大到包含与农信社业务类型和经营特点类似的中小银行、资金互助社、贷款公司、财务公司等。同时从产品服务、培训服务以及业务创新服务三个方面对金融信息服务平台进行功能构建。最后，将本文用到的功能定位与功能构建方法推广到类似机构，给予类似机构相关功能定位启示。 鉴于金融信息服务平台的发展仍然处于初级阶段，对其理论和实证研究甚少。本文的分析可以为后续研究打下基础和铺垫，也为金融信息服务平台建设发展提供借鉴，因此具有一定的探索性和现实性。 The information technology systems play an important role in the process of rapiddevelopment of rural cooperative institutions. As rural cooperative institutions’ informationconstruction bearer in G province, financial information service platform has a significantimpact on the deepen development of the reform of rural cooperative institutions and theconstruction and improvement of rural financial system and the development of ruraleconomic in G province. Therefore it is of great significance to study the function orientationof financial information service platform in G province. Firstly, this article analyzes the problems of function orientation of financial informationservice platform and makes the conclusion that the problem lies in its blurred functionorientation. Secondly，this article analyzes the current functional situation of financialinformation service platform and finds out its problems. Thirdly, this article proposes thenecessity of function orientation of financial information service platform. Then, the articletakes the functional paradigm approach which uses “external environment-function-structure”model to design the reform path and the function orientation of financial information serviceplatform and proposes a clear function orientation for rural cooperative institutions’ serviceplatform which is in the short term, provides specialized and professional financial servicesfor rural cooperative institutions and village banks in G provinces, but in the long term,expands the scope of services to the whole country and expands the service objects to thecompanies which have the similar business type and operating characteristics of bank, such asthe loan companies and the finance companies. Meanwhile, the article constructs the functionof the financial information service platform from the three aspects of products services,training services and business innovation services. Finally，the article extends the method ofthe function orientation and the function building to similar institutions like financialinformation services platform and give them some relative tips. Given the development of the financial information service platform is still in its infancy,the theoretical and empirical research on it is little. Analysis in this paper can lay thefoundation and groundwork for subsequent research, but also provide reference for thedevelopment of the financial information service platform, so it has certain exploration and realistic.
