摘　　要： 特种设备与社会发展密切相关，它涉及到国民经济、人民生活的各个领域和方方面面。众所周知，特种设备在使用过程中具有特定的危险性，安全与否关系到人民群众生命财产安全，关系到经济社会发展安全和稳定。近年来，随着阳江市经济社会的快速发展，该市特种设备数量也随着快速增长，从2004年的1001台迅速增长到现在6773台。特种设备数量的快速增长以及企业在使用管理过程中不规范，不断显现的新问题新矛盾，给安全监察部门带来了很大的压力。如何高效地对全市特种设备实施安全监察，保障特种设备使用安全，成为阳江市特种设备安全监察部门必须认真思考的新课题。 本文以阳江地区特种设备安全监察现状为研究对象，分析总结了目前阳江市特种设备安全监察措施和取得的成效，指出了阳江市特种安全设备监察存在安全监察机构建设滞后、安全监察工作不到位、检验机构建设和企业安全主体责任未落实等方面问题，并对这些问题的原因进行了深入分析。 本文运用文献分析法、访谈法、比较研究法，总结和借鉴国内外安全监察的主要管理环节和安全监察手段，借鉴国内其他省市的经验做法和专家学者在特种设备安全监察领域的研究成果，结合阳江地区特种设备安全监察现状，从四个方面提出了对策：一是从加强队伍建设、加大经费投入、建立政府推动的安全监管长效机制和完善考核制度方面来加强特种设备安全监察机构建设；二是实施特种设备使用单位分级分类监管、加强完善特种设备监察系统信息化建设、提高行政许可效能和鼓励社会群众参与监督，完善和创新安全监察措施；三是从提高检验能力、提高安全检测技术来加强检验机构建设；四是通过加强宣传引导、加强特种设备安全执法促进企业落实安全主体责任。从而提高阳江市特种设备安全监察成效，保障阳江市特种设备安全运行。 Special equipment is closely related to the social development, it relates to the nationaleconomy and people's lives all fields and aspects.It is well known that special equipment usedin the process of with a specific hazard, safe or not related to people's life and property safety,related to security and stability in economic and social development. In recent years, with therapid development of economy and society of Yangjiang, the number of special equipmenthas been the rapid growth of the city, from2004in1001to rapid growth in6773up to now.The rapid growth of the number of special equipment and the use of units of safetymanagement and use of non-standard, constantly new contradictions appear new problems tothe safety supervision department has brought a lot of pressure. How to efficiently implementsafety supervision for special equipment in the city, to ensure the safety of special equipmentuse, become safety supervision departments must think seriously about the new project. This paper present situation of special equipment safety supervision in Yangjiang area asthe research object, analysis summary of the current Yangjiang special equipment safetysupervision measures and results, and points out the Yangjiang specialty in safety supervisioninstitutions of the safety equipment construction, work safety supervision measures,inspection institution and enterprise security problems of main body responsibility, etc, andhas carried on the thorough analysis to the reason of these problems. In this paper, using the method of literature analysis, interview, comparative research,summarize and draw lessons from the main management link of safety supervision and safetysupervision at home and abroad, based on the experience of the other domestic provinces andcities and experts and scholars research achievements in the field of special equipment safetysupervision, together with the present situation of special equipment safety supervisionYangjiang area, puts forward the countermeasures from four aspects: first from strengtheningthe team construction, increase the funds investment, establish the government to promotelong-term effective mechanism of safety supervision and perfect the evaluation system tostrengthen the construction of special equipment safety supervision institutions. Second is toimplement special equipment unit using classified supervision, to strengthen the constructionof perfect special equipment monitoring system information, increase the efficiency of the administrative licensing and encourage social mass supervision, safety supervision measuresto perfect and innovation. Third from improve inspection ability, improve safety testingtechnology to strengthen institutional construction. Fourth is guided by strengtheningpropaganda, strengthen the special equipment safety law enforcement to promote enterprisesecurity responsibility. Thereby improve performance of Yangjiang special equipment safetysupervision, to ensure the safety ofYangjiang special equipment running.
