摘　　要： 劳动保障事业关乎民生切身利益，实现劳动保障事业跨越式发展关键是信息化。 近年来，广州市劳动保障信息中心的“金保工程”建设项目取得了令人瞩目的成就，逐步形成了以医疗保险业务信息系统、社会保险业务信息系统、劳动业务信息系统为核心的劳动和社会保障业务应用平台。 但是，随着劳动保障各项惠民政策频出，劳动保障信息系统日益复杂，亟需对业务流程进行梳理，对系统硬件进行升级优化，以提高系统运行效率，打造“高效”的政府信息服务；信息化建设还应贯彻落实党的十八大要求“坚持节约优先、保护优先、自然恢复为主的方针，着力推进绿色发展、循环发展、低碳发展”的科学发展理念，打造“低碳”信息化服务；近年来，国际网络安全形式严峻，特别是去年“斯诺登事件”以来，国家领导对网络安全更加重视，成立了“中央国家安全委员会”，劳动保障信息系统为广大人民群众提供就业和社保服务，安全问题影响面非常大，应着力打造“安全”社保系统。 因此，现阶段对劳动保障信息化建设进行研究，具有十分重要的意义。首先，通过深入了解信息化建设过程中存在的各种管理问题，并提出相关应对策略，确保系统安全“高效”运行；其次，围绕“低碳节能”建设理念，对信息化建设进行研究，利用时下流行的“虚拟化”技术，减少设备的使用，打造节能机房，大力发展互联网社保、手机社保等服务手段，让参保群众少走冤枉路，体现低碳经济的效益；再次，围绕“安全”社保的要求，开展网络安全培训，加紧制定具体风险应急预案，并进行相关应急演练，预防系统性风险。 本文以劳动保障信息化建设的相关理论为依据，通过对广州市劳动保障信息化建设管理基本现状的深入了解，对存在的主要问题进行深入分析，在梳理借鉴外国和国内主要城市社保信息化实践经验的基础上，结合广州本地劳动保障信息化发展的实际，提出了在当前形势下，广州市劳动保障信息化建设应紧紧围绕着“高效、低碳、安全”三方面要求展开的建议。从而促使广州市劳动保障信息化建设工作加快进入一个新阶段，将社保信息服务提升至一个崭新的水平。 Labor and social security undertakings related to the immediate interests ofpeople's livelihood. The labor andsocial security information system provide the service of employment and socialsecurity for the broad people. Safety problems influencing the surface is very vast. Weshould strive to build 'safety' social security system. Therefore, at the present stage of labor and social security informationconstruction, It’s very importance. Firstly, Through various management problemsexisting in the information construction of a further understanding of the process, andputs forward relevant countermeasures, to ensure the system security 'efficient'operation. Secondly, Around the 'low carbon and energy saving' construction idea,studying on information construction, using the popular 'virtualization' technology,reducing the use of equipment, building energy-saving room, Vigorous developservice of the Internet Security, mobile phone security, let the insured people walk lessroads, Express the low carbon economy benefit. Thirdly, around the 'security' socialsecurity requirements, develop the network security training, make the plan of specificrisk emergency, and develop the related emergency drills, prevent from the systemic risk. In this paper, the labor and social security information construction correlationtheories as the basis, According to the Guangzhou municipal labor and social securityin-depth understanding of the basic situation of informatization constructionmanagement, Analysis on main problems, Based on combing the foreign anddomestic main city social security information on practical experience, According tothe actual situation of Guangzhou local labor security information development,proposed in the current situation, the Guangzhou municipal labor and social securityinformation construction should be closely around “High efficiency, low carbon, safety”three requirements of the proposal. Thus promote the Guangzhou municipal labor and social security informationconstruction work to speed up to enter a new stage, put the social security informationservices into a new level.
