摘　　要： 历史文化遗产是一种不可再生的稀缺资源，一旦遭到毁坏就会不可挽回。由于大量宝贵的历史文化遗产在社会的进步发展历程中消逝，我国政府开始越来越注重对拥有历史文化价值的古村镇的保护与发展。如何协调好遗产保护与经济开发这一对历史文化村镇保护过程中的主要矛盾不仅是历史文化村镇能否长久保存并可持续发展的关键，同时也是地方政府能否有效促进地方社会经济发展的重要依据。南岳古镇作为湖南省级的历史文化名镇之一，是楚湘文化发扬与传承的重要之地，拥有着丰富的历史文化遗产，因此对其进行保护性再利用具有重要的意义。 但是近年来，南岳古镇在地方经济发展的进程中，由于过度的旅游性开发，其保护性再利用现状不容乐观，出现了保护瓶颈。本文通过对南岳古镇保护的背景现状进行调查研究，得出南岳区政府在古镇的保护性再利用过程中发挥着宣传教育、制定保护规划、制定政策法规、筹集保护资金、组织协调的作用。在政府积极作用下，当前古镇保护工作虽然取得了一定的成效，但仍然存在着一些问题，这些问题主要是由于地方政府没有正确处理好遗产保护与利用之间的关系而出现的：一类是过于利用而疏于保护所产生的；另一类则是保留完好而疏于利用所产生的。透过现象看本质，发现在地方政府主导下的古镇保护性再利用所存在的问题主要是由政府官员保护观念的偏差、相关保护机制的不完善、保护资金的短缺、地方居民参与的不足这四个原因所引起。 在对国内外实践发展的相关经验进行借鉴后，本文创造性地提出了从地方政府作用的视角出发，树立可持续发展的经营理念；建立完善的保护机制；开源节流地有效利用保护资金；创新公民参与方式与途径等相应的对策措施来完善或改革地方政府本身，以此来防止因政府失灵而出现的种种问题，从而能够更好地在实践过程中指导南岳古镇进一步的保护性再利用，实现南岳古镇长远的可持续发展。 Historical and cultural heritage is a scarce non-renewable resources,if the will wasdestroyed irreparably.Due to a large number of valuable historical and cultural heritagedisappeared in the course of progress and development of society,the government began toincreasingly focus on the country has historical and cultural value of the old towns ofprotection and development.How to coordinate heritage protection and economicdevelopment of this major contraction to the protection of historical and cultural towns andvillages in the process of not only the long-term preservation of historical and cultural townsand whether sustainable development is the key,as well as local governments can effectivelypromote the local social and economic development of important basis.Nanyue old town asone of the famous historical and cultural towns of Hunan provincial,is an important place ofChuxiang cultural develop and inheritance,has a rich historical and cultural heritage,andtherefore has important significance for protection of its re-use. But in recent years,the Nanyue old town in the process of local economicdevelopment,due to excessive exploitation of tourism,conservation and reuse their currentsituation is not optimistic, there has been protecting the bottleneck.Based on the investigationand study of the current background of the Nanyue old town protection,government in theprocess of the old town of protective reuse play a propaganda and education,makingprotection planning,formulate policies and regulations,to raise funds,the role of organizationand coordination work although has obtained certain achievements,but it is still exist someproblems.These problems are due to the local government didn’t properly handle therelationship between heritage protection and utilization of and appear:one kind is too use andof failing to protect;Another kind is retained intact and failing to use.See the essence throughthe phenomenon,we found at the local government-led protection,the old town under theprotective reuse the problems mainly by recycling process deviations protectionconcepts,imperfect protection mechanisms to the shortage of fouds,lack of citizenparticipation in this four reasons obstacles. After the experience at home and abroad to carry out development of practice learning,this paper presents creatively from the role of local governance,establish aphilosophy of sustainable development;set up a perfect protection mechanism;effective use ofprotection money to cut costs;innovative citizen participation in appropriatecountermeasures,such as ways and means to improve or reform of local government itself,inorder to prevent problems due to the governance failure,which can better guide the furtherprotection of the old town of Nanyue in practice reuse,town of Nanyue achieve long-termsustainable development.
