摘　　要： 本文以广州市荔湾区侨捐项目监管工作为研究对象，在原有监管方式的基础上，把项目管理的理念贯穿于侨捐项目监管的全过程，运用项目管理理论对原有的监管方式进行改造，构建项目管理监管模式。首先，本文从侨捐项目的特点及监管工作的发展现状出发，描述了侨捐项目监管的项目特征，对项目管理理论应用于侨捐监管的可行性进行了分析，同时明确，按照项目管理的要求，本文提出的项目管理监管模式仅针对于侨捐项目的立项到建立监管制度这样一个有始有终的监管过程，有别于我们平时所说的建立政府“监管长效机制”；其次，提出了基于项目管理理论构建侨捐项目监管的基本框架：一是根据组织结构理论构建适合政府机关特点的项目管理监管模式组织机构，二是依据项目管理的项目生命周期理论构建侨捐项目监管的基本流程，三是运用AHP—模糊综合评价法构建侨捐项目监管效果评价模型，四是提出了在项目管理监管模式中应用的具体工具；最后，把项目管理监管模式应用在广州市荔湾区侨捐项目监管工作中，针对荔湾区侨捐概况及监管工作的现状和存在不足，运用项目管理监管模式对荔湾区侨捐项目进行监管实践，并通过评价模型对侨捐监管个案作了监管效果综合评价，取得良好成效，验证了项目管理监管模式是行之有效的，为更好地实施侨捐项目监管起到一定的借鉴作用。 This thesis takes the supervision work of overseas donation in Liwan District ofGuangzhou as the research object. Based on the original mode of supervision, we run the ideaof project management through the whole process of supervision of overseas donation. We tryto adjust the original mode of supervision by exercising the theory of project management,and thus build a new supervision mode of project management. In the beginning, from thedevelopment status of overseas donation projects and supervision work, we proposed theproject features of the supervision of overseas donation projects, combined projectmanagement theories with supervision of overseas donation, and analyzed the feasibility ofapplying project management to supervision of overseas donations, and according to therequirement of project management, the＂supervision mode of project management＂in thisthesis is just aiming at the process of supervision from project approval to establishing thesupervision system, which is different from the usual＂supervision system by government＂.Next, and accordingly proposed the hypothesis of constructing the basic framework of thesupervision of overseas donations based on project management theory: first, base onorganizational structure theory, features of governments and reality of the supervision ofoverseas donation to construct appropriate project management organization; second, designbasic procedures of the supervision of overseas donation projects on the basis of the projectlife cycle management; third, apply AHP—fuzzy comprehensive evaluation method toconstruct the effect evaluation model of the supervision of overseas donation projects; fourth,have proposed specific tools applied in the project management and supervision pattern.Finally, in terms of practical application, we conducted empirical studies of the overseasdonation projects in Liwan District of Guangzhou, stated the general situations and limits ofoverseas donations in Liwan District of Guangzhou, discussed how to apply projectmanagement supervision pattern to the regulatory practices of overseas donation projects ofLiwan District, use the evaluation model to have comprehensive evaluation on the regulatoryeffect of cases, by which we have achieved good results and confirmed that the application ofproject management theory to the supervision of overseas donation projects is effective,which plays a certain reference role to better implement the supervision of overseas donationprojects.
