摘　　要： 在当今中国现有的政治制度下，中国共产党的行政文化决定着当代中国的行政发展。因此，开展中国共产党的行政文化研究，无论是对提升中国共产党的执政能力，还是对当代中国的行政发展，都具有极为重要而又深远的意义。 基于研究命题的基本概念界析，结合国内外的研究现状，本文认为，开展中国共产党的行政文化研究，首要而又基础性的工作是在对历史演进中的中国共产党的行政文化进行梳理的基础上总结其特征和规律，凝练和概括其核心行政文化，分析其存在的挑战，并尝试对其进行现代建构。基于此认知，论文按照如下的思路对中国共产党的行政文化展开论述：首先，对中国共产党的行政文化的三个主要理论来源——马克思和恩格斯的行政思想、列宁的行政思想和中国传统行政文化的精华进行总结和概括；接着，从党和行政关系、行政组织思想、行政人格思想、行政行为思想和行政价值观五个方面，对中国共产党在早期、土地革命战争时期、抗日战争时期、建国前夕和初期、社会主义建设曲折探索期和改革开放新时期的行政文化进行梳理。最后，在对历史演进中的中国共产党的行政文化进行反思的基础上尝试进行现代建构。 研究发现，历史演进中的中国共产党的行政文化总体呈现出从新民主主义性质向社会主义性质转化的阶段性发展特征；遵循了继承了马列主义行政思想、吸收和借鉴了外国先进的行政经验及中国传统行政文化精华和实事求是地根据形势进行变通或创新三大基本规律；形成了以行政是国家意志的执行、党对行政的领导、民主集中制、人民公仆意识、廉洁高效和民主行政和行政为民为主要的核心行政文化；在进一步现代化中将面临着难于摆脱苏联模式的社会主义行政文化惯性、传统行政文� Under China’s current political system, the administrative culture of Communist Party ofChina /(CPC/) determines China's contemporary administrative development. Thus, carryingout studies on the administrative cultural of CPC, whether it is for enhancing the ruling abilityof CPC, or for the administrative development of contemporary China, has a very importantand far-reaching significance. Based on the basic concept analysis of the research proposition, we combine the researchstatus at home and abroad. The paper argues that, to carry out studies on the administrativecultural of CPC, the basic and primary work is carding the historical evolution of theadministrative culture of CPC, based on which summarize its characteristics and rules, andrefining and generalizing its cores of administrative culture, and analyzing the existingchallenges and trying to make the modern construction. Based on this acknowledge, thispaper will discuss the administrative culture of CPC according to the following train ofthoughts. First of all, to the three main theoretical source of the administrative culture ofCPC——Marx and Engels' administrative thoughts, Lenin's administrative thoughts and theessence of Chinese traditional administrative culture，and summarizing and generalizing them;then, from the Party and administrative relations, the administrative organization thoughts, theadministrative personality thoughts, the administrative behavior thoughts and theadministrative values in five aspects, carding the administrative culture of CPC in thedifferent times: early times, the agrarian revolution war, the Anti-Japanese War, on the eve ofthe founding and early, winding exploration to the socialist construction and the new periodof reform and opening up. Finally, making modern construction based on the basis ofreflection on the historical evolution of the administrative culture of CPC.
