摘　　要： 东莞市农村集体经济得益于改革开放以来对外经济环境，以及特殊的地理环境的优势，经过近30年的发展，取得了辉煌的成绩，集体资产规模不断扩大。截至2012年末，东莞全市村组两级的集体资产总额达1,263亿元，约占全省同级资产的三分之一，是东莞的实力所在、惠民所依。但是，随着国内外发展环境的深刻变化，东莞市农村集体经济粗放的发展方式已经很难适应形势的变化，特别是2008年国际金融危机爆发后，这种过于依赖外资的经济模式面临的发展瓶颈更加突出。在全国上下贯彻落实科学发展，加快推进经济发展方式转变的大背景下，广东省以及东莞市都相应提出了推进经济社会转型的发展目标，在这一阶段，研究如何创新东莞农村集体资产管理，推进农村集体经济转型发展，对全市实现经济社会转型目标意义重大。 本文在经济社会转型的背景下，以宏微观经济学、农村发展战略、农村集体资产管理理论、农村股份合作制改革相关理论为指导，以实证分析的方法，通过深入调研分析东莞市樟木头镇农村集体资产管理的模式、架构等现状，提出其在产权设置、生产经营方式、管理体制和机制、内外部监督、集体经济组织定位等方面存在的主要问题。最后，在比较分析国内外集体资产管理和合作制改革的先进模式和经验的基础上，提出优化东莞市樟木头镇农村集体资产管理的政策建议，主要包括建立现代产权制度；转变职能，理顺政府、村级基层组织与集体经济组织的关系；整合资源，创新集体经济组织形式；完善资产经营公司的治理结构；从制度建设入手，完善内外部监控体系。 The rural collective economy in Dongguan benefits from the external economicenvironment since the reform and opening up, and the advantage of the specialgeographical environment. After nearly30years’ development, brilliant achievementshave been made, including collective asset scale unceasingly expands. Under thebackground of carrying out scientific development and accelerating thetransformation of economic development patterns in the whole country, GuangdongProvince and Dongguan accordingly put forward the development goals of economicand social transformation. During this period, studies on how to innovate theDongguan rural collective asset management and promote the development of therural collective economic transformation, is of great significance to realize the goal ofeconomic and social transformation in the region. In this paper, under the background of economic and social transformation, withthe guidance of macro and micro economics, development strategy of rural areas,rural collective asset management theory and related theories on the reform of ruraljoint stock cooperative system, by the means of empirical analysis, through thein-depth investigating and analyzing present situations in the rural collective assetmanagement patterns,structure and etc in Zhangmutou Town, I put forward the mainproblems on property setting, the mode of production operation, management systemand mechanism, the internal and external supervision, the positioning of collectiveeconomic organizations.
