摘　　要： 国有资产的所有权是属于国家的，狭义方面所讲的国有资产说的是具有经营性质的国有资产。国有资产监督管理体制是指国家对于国有资产的代理及运营机构所制定与赋予的职权和对国有资产进行监督管理的制度、手段以及规则等的总称。它体现出了国有资产的持有者是国家，对代理及运营国有资产的相关机构实施监管的职能。本文以深圳广播电影电视集团为对象，主要研究和探讨国有资产管理中存在的认识以及制度方面的问题，并就此为我国的国有资产管理改革提出几点建议：（1）国有资产管理体制改革的原则建议；（2）完善国有资产管理制度；（3）强化国有资产各环节的管理：（4）建立国有资产考核指标体系。通过这些措施的提出，为我国国有资产管理体制的改革提供参考与借鉴。 Ownership of state-owned assets, which refers to the operative ones in a narrow sense,belongs to the state. The State-owned Assets Supervision and Administration system is acombination of system, measures, rules and authority which formulates and entrust toagencies and operators. This embodies the state as the owner of the state-owned assetsthrough its function of supervision and administration to the agencies and operators. Thisstudy, which mainly based on Shenzhen Radio Film and Television Group, explored andanalyzed the existing problems in the reform of state-owned assets mange system whichinclude the confusion position of inventors and administrators, finding ways to reconstruct thestructure and others as well. It also put forward some opinions and suggestions for thereform./(1/) The principle of state-owned assets management system reform proposal;/(2/)Improve the state-owned assets management system;/(3/)To strengthen the management ofall aspects of state-owned assets;/(4/)Establish evaluation index system of state-owned assets.With these measures, this essay provided reference for the reform of China's state-ownedassets management system.
