摘　　要： 企业社会责任（CSR）是指企业在为股东谋求利润的同时，必须遵守基本道德，劳动和环境标准，遵守在生产领域的国际公约及当地法律法规，并确保公司整个价值链的经营行为符合这些基本准则。随着全球化进程的日益加速，国有企业的全球化经营活动也日趋活跃，国有企业在对外投资或经营中的CSR表现如何，其战略性及制度性CSR的现状，成就及短板何在，这些都是值得中国学界和企业界研究和重视的问题。笔者以广东省省属国企广东省广新控股集团有限公司为研究对象，通过对其海外经营CSR案例的分析，提炼出对一般国有企业全球化经营CSR战略与实践的启示。通过广新集团两个典型海外经营CSR案例的论述和分析，本文得出企业社会责任是国有企业全球化竞争中保持长期竞争力的根本；国有企业在全球化经营中遵守外部企业社会责任政策和法规至关重要；国有企业在全球经营中更应该强化社会责任内部制度化建设的三个主要结论。基于上述的基本观点，笔者从外部制度压力视角和企业内部制度安排视角提出了8条建议，希望引起国有企业在国际经营中对企业社会责任的重视，帮助国有企业在全球化经营中更好的履行企业社会责任，以提高其国际竞争力和可持续发展能力。 Corporate social responsibility （CSR）can be broadly defined as at the sametime of seeking profits for shareholders, enterprises ought to comply with basic ethical,labor and environmental standards, to abide by international conventions, local lawsand regulations in the field of production, and to ensure that the operational behaviorof the entire value chain of the enterprise meet the basic criteria, too. With theincreasing speed of globalization, the global operational activities of state-ownedenterprises are becoming increasingly active. The CSR performance of state-ownedenterprises in foreign investment and operation, the status of its strategic andinstitutional CSR, as well as the achievements and shortcomings of its CSRperformance, are worth researching and being paid attention to in the field ofacademia and the business. The author of this dissertation, takes the provincialstate-owned enterprise-Guangdong Guangxin Holdings Group as the research object,attends to extract applicable and useful enlightenments of the CSR strategy andpractice for the global operation of other state-owned enterprises in China. In thisdissertation, three conclusions are drawn as follows: CSR is the fundamentals inmaintaining long-term competitiveness in global competition of the state-ownedenterprises. It remains crucial for state-owned enterprises in compliance with externalCSR policies and regulations in global operation. The CSR internal institutionalconstruction should be further strengthened during global operations of state-ownedenterprises. Based on the conclusions gathered above, the author proposes8recommendations for state-owned enterprises in CSR performance from theperspectives of both external pressure system and internal institutional construction.It`s sincerely hoped that this dissertation would help the state-owned enterprises inpaying more attention to the CSR practice and better fulfilling their corporate socialresponsibility in the global operation, as well as in improving the internationalcompetitiveness and sustainable development capacity of state-owned enterprises.
