摘　　要： 随着科技进步，以服务为导向的政府工作新模式逐渐引起世界关注以及学术届的重视。西方各国电子政务建设已经走过了近二十年的历程，中国政府逐渐认识到信息化手段在转变政府职能、提高政府效能中的重要作用，逐步把电子政务建设上升到政府改革的战略高度来谋划和推进。怎样利用信息手段，发展电子检务，提升检察机关服务社会的质量和公信力，提升检察机关美誉度，是当前每一名负责任的检察人应该思考的课题。 电子检务不仅提出了工作方法的挑战，更给检察机关带来了工作思维方式的挑战。 本文在第1章首先介绍了选题背景，说明了对电子检务展开研究的理论意义和实践意义，分析了国内外研究现状，阐述了论文的研究方法。 第2章论述了电子检务的内涵以及意义，指出电子检务是国家电子政务的有机组成部分，必须与国家电子政务战略同步发展，以适应人民群众对检察机关法律监督能力和水平的期待。论文对比了国内外电子政务的发展情况，梳理了检察机关十多年来信息化建设工作进程以及取得的成就，重点分析了当前电子检务建设中存在的问题和困难。 第3章论述了设计电子检务框架的理论依据，以检察机关服务大局、回应社会公正执法法律监督要求、积极参与社会管理创新、不断提升办公办案效能为目标，分别对业务管理模块、队伍管理模块、政务管理模块、门户网站建设提出设计框架和结构。政法微博、门户网站等内容的设计又突出了检察机关自觉接受社会监督、提升服务人民群众效能、回应人民群众期待、注重公共关系的价值取向。 第4章结合电子政务学科知识以及论文作者在工作实践中发现的问题，对实现电子检务的方法、路径进行了阐述，提出电子检务建设，需要从人才体系建设、组织体系建设、机制体系建设、保障体系建设四个方面安排工作，以减少或降低电子检务工程风险。 As technology advances, the new model of service-oriented government graduallyattracted worldwide attention and the attention of the academic session. Western countriese-government construction has gone through the course of nearly two decades, theChinese government gradually realized that the means of information technology in thetransformation of government functions, improve the important role of the government'sperformance, and gradually the construction of e-government rose to the strategic heightof the government reform planning and progress. How to use the means of information,development of e-Inspection Service, to enhance the quality and credibility of theprocuratorial organs to serve the community, enhance the reputation of the procuratorialorgans, each one responsible prosecutorial people should think about the subject. Electronic Inspection Service not only the challenges of the working methods of thechallenge of working way of thinking has brought more to the procuratorial organs. In the first chapter first introduces the background, description of the theoretical andpractical significance to study the electronic Inspection Service, analysis of the researchstatus on the research method. The second chapter discusses the meaning and significance of the electronic InspectionService, pointed out that the electronic Inspection Service is an integral part of the nationale-government, must be synchronized with the national e-government strategydevelopment to meet the expectations of the masses on the ability and level ofprocuratorial organs of legal supervision. The paper compares the development ofe-government at home and abroad, combing the procuratorial organs10years ofinformation technology the process of building work and achievements, focusing onanalysis of problems and difficulties that exist in the current construction of electronicinspection Service. The third chapter discusses the theoretical basis of the framework for the design ofelectronic check, to serve the overall interests of the procuratorial organs, response tosocial justice, law enforcement, legal supervision requirements, actively participate in social management innovation, and constantly improve the performance of the officehandling the case and the new requirements, business management module, the teammanagement module, Administration module, portal construction of the proposed designframework and structure. Political microblogging portal content design also highlights theprocuratorial organs and consciously accept the social supervision, improve theperformance of services the masses to respond to the masses of the people expect,focusing on the value orientation of public relations.
