摘　　要： 近年来，随着我国经济社会的高速发展，环境危机等诱发的自然灾害频发，各种社会矛盾日益凸显，突发事件种类日益增多，成因不断复杂化、交错化，公共安全形势错综复杂，呈现出不断向纵深发展的趋势。国家因此做出了全面加强应急管理工作的一系列重大决策，力图构建具有中国特色的“一案三制”（应急预案，应急管理体制、机制、法制）应急管理体系。 广东经济总量和人口总量均居全国第一，环境和人口等压力让应急管理工作变得更为棘手。考察5年多来广东省应急管理工作的发展和演进历程，伴随着广东省政府应急办的正式成立（2007年5月），一个比较完善的覆盖全省的应急管理体系逐步建立。归纳广东省应急管理工作发展的实践，会发现广东省依据“一案三制”构建的：预防预测预警预报体系、应急管理宣教培训体系、信息报送体系、科技支撑体系、应急平台体系、应急保障体系、应急管理区域合作体系、基层应急管理体系、应急管理社会组织体系等9大体系，经历了考验，虽然目前取得了一些成绩，但在实际应用过程中还存在一些问题。 应急管理工作是面向国家、公众和社会的，虽然有一定的程序可遵循，但在各种不确定的因素面前，一方面需要综合分析各种信息，另一方面又要实现快速准确的决策和行动。它具有总体性的特点，需要系统性的思维。而广东应急管理工作正面临着从被动应付到主动应对的转折过程，需要一种系统化思维的指导，需要理念的升级。因此，如果能够构建起一种模型，面对没有明显的结构、不好量化的人类活动系统，能明确应急管理工作的“应然模型”，再与现实进行对比，得出差距并寻求解决的方法，那将有助于推进广东应急管理工作。本文依据切克兰德软系统方法论，把 With the continuous economic and social development, environmental crisis induced byfrequent natural disasters, various social contradictions become increasingly prominent. Although we have achieved some success, however, some problems still existin the actual application process. Emergency management is for national, public and social. Although there are certainprocedures to follow, in front of a variety of uncertainties, on the one hand comprehensiveanalysis of all information, on the other hand is to achieve fast and accuratedecision making and action.
