摘　　要： 住房保障已成为全社会关注的焦点，加快保障性住房建设将成为“第十二个五年计划”的工作重点。本文通过阅读对文献和政策的分析，归纳总结当今保障性住房的研究现状，借鉴发达国家及地区保障性住房建设监管的经验及启示，进一步分析了广东省监管体系建设的现状和存在的问题，强调监管体系不健全是保障性住房发展阻碍的主要原因。 全文分为六个部分。第一部分阐述保障性住房建设监管的研究背景和研究意义以及当今国内外研究现状，确定文章研究思路和研究方法。第二部分阐述保障性住房建设的理论基础，陈述住房保障相关的基本概念以及住房保障建设的意义及其原则。第三部分总结分析发达国家及地区保障性住房建设监管的经验以及得到的启示。第四部分从监管依据、监管主体、监管方式和手段3个方面探讨广东省保障性住房建设监管现状，并指出广东省保障性住房建设监管存在的问题。第五部分是针对广东省保障性住房建设监管现状和存在问题提出针对性的对策建议。第六部分是文章的结论部分。 Housing security has become the focus of the whole society, speed up theconstruction of affordable housing will become the 'Twelfth Five-Year Plan' keywork. In this paper, through the reading of literature and policy analysis, summarizedthe research status of housing, drawing on the experience of the developed countriesand the enlightenment and the area of affordable housing construction supervision,further analysis of the status of Guangdong Province supervision system constructionand the problems of the regulatory system is not perfect, that is the main reason ofhindering the development of affordable housing. The full text is divided into six parts. The first part describes the researchbackground of security housing construction supervision and research significanceand the current research status at home and abroad, the research ideas and researchmethods. The second part describes the theoretical basis of the protection of housingconstruction, housing guarantee the basic concepts related to presentation and housingsecurity construction significance and principles. The third part summarizes theanalysis of the developed countries and regions affordable housing constructionsupervision experience and inspiration. The fourth part from the regulation, regulatorybody, regulatory methods and means to explore3aspects of Guangdong Provinceindemnificatory housing construction supervision of the status quo, and points out theproblems existing in protection of housing construction supervision of Guangdong.The fifth part is the Guangdong Province indemnificatory housing constructionsupervision present situation and the existence question proposed specificcountermeasures and suggestions. The sixth part is the conclusion.
