基于集对分析的智慧城市发展评价体系研究

摘  要: 随着经济、社会的不断发展,城市快速扩张,现代城市发展正面临着前所未有的挑战,并严重阻碍城市的可持续发展。以物联网、信息技术为代表的新技术革命给城市发展带来了新的机遇,智慧城市理念应运而生。智慧城市是信息技术、通讯技术、物流技术和管理科学融合与实践的产物,借助互联网、云计算、物联网等智能技术,实现城市运行和发展各个环节的充分感知和互联互通,从而有效化解“城市病”困局,实现我国城市建设的可持续发展,在促进信息技术的发展与应用,提升城市综合竞争力等方面具有重要的现实意义。与此同时,随着我国提出建设智慧城市的数量不断增多,对智慧城市建设的综合评价体系也急需出台,结合我国国情和智慧城市发展阶段,提出有效可行的评价指标体系可以对城市智慧化程度进行衡量,并引导城市更高效的建设智慧城市。 本研究是在我国城市化背景下的智慧城市发展评价指标体系问题。在对智慧城市的概念和内涵进行梳理和分析后,总结智慧城市的构成要素,比较国外智慧城市指标体系的宏观差异和微观差异的基础上,针对我国城市发展的规律以及国内智慧城市建设的特点,提出基于战略、经济、空间、社会、支撑五个层面的智慧城市发展评价指标体系,包含5个一级指标、16个二级指标和35个三级指标。本文采用集对分析法和聚类分析对我国较有代表性的智慧城市进行实证分析和评价,此评价方法避免了因设定空泛的评价指标而没有实际操作意义的问题,可以直观反映城市在智慧城市建设中与其他城市的差距,从而有的放矢,更有针对性的调整智慧城市建设方案。 综合测评结果从高到低依次为:上海、广州、深圳、宁波、南京、天津、武汉。聚类分析显示样本城市分为3个不同特征的群落,第一阶梯为上海、广州、宁波,第二阶梯为深圳,第三阶梯为南京、武汉和天津,本文将三个阶梯分别命名为智慧城市的领跑者、追赶者和准备者,并描述了各群落的特征。分析发现,目前我国智慧城市在建设中更加注重顶层设计与规划,强调信息基础设施建设,产业结构对智慧城市的建设与发展影响较大,同时也存在着道路、小区等配套保障设施建设不够完善等情况。 With the continuous development and expansion of city, the world comes into the newprocess of urbanization. As the development of economy and society, modern city is enduringunprecedented challenge. These hinder the sustainable urban development seriously. The newtechnological revolution which is represented by the information technology and networkingbring the new opportunity of urban development. The smart city concept appeared on thescene. It is the advanced stage of urban development, and provides a new model of urbandevelopment in the future. The smart city is the combination of information technology,communications technology, logistics technology and management. With the help of theInternet, cloud computing and other intelligence technology, realize the interoperability in theurban operation and development. So that make the management more scientific, city becomemore competitive and the life of citizens become happier. The smart city can solve the urbandisease and realize national sustainable urban development. There is significance inpromoting the development and application of information technology. And the developmentof smart city can also improve the competitiveness of the city. At the same time, there aremore and more cities declare to develop the smart city in our country. So it's necessary tointroduce the evaluation system to guide the city to develop the smart city correctly. This paper is studying the evaluation system of smart city under the background ofnational urbanization. This paper reviewed and analyzed on the concept and connotation ofsmart city. Then the paper summarized the ingredients of smart city. The paper compared thedifference of smart city evaluation system at home and abroad and put forward a new smartcity evaluation system. This new evaluation system consist of three level and weightingtargets including5one class indexed,16two class indexed and35three class indexes. Itevaluated the smart city in5dimensions of strategy, economy, space and support. Then wechose the representative of China smart cities to do the empirical analysis using the SPA andAHP methods. The comprehensive evaluation of the results in the order from high to low asShanghai, Guangzhou, Shenzhen, Ningbo, Nanjing, Tientsin, Wuhan. And the result ofcluster analysis showed that the sample cities divided into3groups with different characteristics. At present, our national smart cities pay more attention to top-level design andconstruction. Many cities enhanced the information infrastructure construction. And theindustrial structure had greater influence in the development of smart city.
