摘　　要： 现今的中国社会处于转型时期，用很多专家和学者的话来说，中国在很大程度上正处于一个高风险运行时期，旧的制度已经不适应新的社会经济环境，无法满足社会经济发展对制度的需求。与此同时，党的十六届四中全会明确提出构建社会主义和谐社会的目标，要达到此目标，离不开科学的社会管理。科学的管理对整个社会的良性运行和正常运转起着非常重要的作用，它是实现社会公平公正，社会良性发展的前提，是社会稳定、有序、和谐的重要保证。公安机关作为社会管理的重要主体，社会管理的重要参与者，是政府社会管理的重要组成部分，治安部门是公安机关与社会管理最密切相关的内设机构，涉及到社会管理的方方面面，人口居住、户籍管理、社会面防控、重点人员、重点部位管理等诸多方面。因此，公安机关社会治安管理的成败直接影响到社会的稳定、群众的生活，经济政治的繁荣发展和人民的安居乐业。 本文对公安机关治安部门的社会管理创新进行了大量的文献研究，并站在省级公安机关的角度，对当前公安机关治安部门参与社会管理的探索和实践进行了分析，深入分析当前广东公安机关治安部门在社会管理创新上存在的问题和原因。主要表现在：一是社会管理主体不明晰；二是社会管理资源整合能力不强；三是社会管理方式手段滞后。 本文深入分析了公安机关治安加强和创新社会管理的时代背景和重要意义，并以近年来尤其是2010年之后广东公安机关社会治安管理存在的问题及创新社会管理后取得的成绩为视角，研究公安机关社会治安管理创新存在的问题和原因，从社会管理角度提出自己的对策和建议，以期为全国公安机关社会治安管理创新提供启示。 Today's Chinese society in transformation period, with many experts and scholars,China in the very great degree is in a high-risk operation period, the old system has notadapt to the new social and economic environment, the demand for system cannot meet thesocial and economic development. At the same time, the party the fourth plenary session ofthe16th clear target of building a harmonious socialist society, to achieve this goal, cannotleave the social management of science. The scientific management of the benign operationand normal operation of society as a whole plays a very important role, it is the realizationof social justice, social benign development premise, is the important guarantee of socialstability and orderly, harmonious. Public security organs as an important subject of socialmanagement, social management of the important participants, social management is animportant part of the public security department is the most closely related to the publicsecurity organs and social management of the internal institutions, involving all aspects ofsocial management, population, household registration management, social prevention andcontrol for key parts, key personnel, management, and many other aspects. Therefore, thesuccess or failure of the public security organ public security management directly affect thesocial stability and people's life, the prosperity of economic and political development andpeople's live. In this paper, the public security organ public security department of the socialmanagement innovation for a large number of literature research, and stand in theperspective of the public security organ at the provincial level, the current public securityorgan public security departments to participate in social management of the explorationand practice are analyzed in this paper, in-depth analysis of the guangdong public securityorgan public security departments in the innovation of social management on the existingproblems and reasons. Mainly displays in: one is the main body of social management is notclear;2it is social management resources conformity ability is not strong; Three is a way ofsocial management means backward. This paper deeply analyzes the public security organ shall strengthen the innovation ofsocial management and public security in the era background and significance, and in recentyears, especially after2010, the guangdong public security authorities to public securitymanagement problems and the innovation of social management achievements for Angle of view, the research of the public security organ public security management innovationproblems and reasons, put forward their countermeasures and Suggestions from the point ofview of social management, in order to provide enlightenment for the national publicsecurity organ public security management innovation.
