摘　　要： 科学发展观是我国经济社会发展的重要指导方针，是发展中国特色社会主义必须坚持和贯彻的重大战略思想，也是党必须长期坚持的指导思想。按照科学发展观的要求，我国经济社会发展要转变发展观念、创新发展模式、提高发展质量，降低消耗、减少污染，更加注重经济的发展同人口、资源、环境的协调。中共中央关于制定国民经济和社会发展第十一个五年规划的建议》中提出了建设资源节约型与环境友好型社会，就是落实科学发展观内在要求。作为经济高度发达的广东省，正处于经济高速发展阶段，其经济发展对资源的依赖性很大。但广东省资源短缺，人均资源占有量少，后备资源不足，且环境问题严重，这就使得建设资源节约型和环境友好型的“两型社会”，更具有重要性和紧迫性。 本选题以科学发展观为指导，运用理论分析与实证研究相结合的方法，密切结合广东省经济社会发展实际，对广东省“两型社会”建设的举措、问题、原因进行了深入的分析，在借鉴国外在资源和环境方面的成功经验的基础上，进一步提出推进广东省“两型社会”建设的设想和对策，提出要以科学发展观为统领，完善相关的政策法律制度，做好“两型社会”的示范点建设以及建立和强化“两型社会”建设的绩效考核制度，合理调整产业结构包括积极扶持发展战略型新兴产业和大力发展循环经济和低碳经济。期望通过对广东省“两型社会”建设的研究，能为广东经济朝更加合理、有效的方向发展，实现建设“绿色广东、和谐广东”的宏伟目标提供有价值的参考。 The scientific concept of development is an important guideline for China's economicand social development，a major strategic thinking that developing socialism with Chinesecharacteristics and also a guiding ideology the Party must follow for a long time。Accordingto scientific and developmental sense,China's economic and social development must changedevelopment conception, Innovatieand development mode, Improve the quality ofdevelopment, reduce the consumption to reduce pollution and pay more attention to economicdevelopment with the harmony of population resources and environment. The11th five-yearplan about the national economy and social development made by the Central Committee ofthe communist party of China ', proposed the construction of resource-conserving andenvironment-friendly society,it is the basic requirement to carry out the scientific concept ofdevelopment. Guangdong province,as a highly developed economy of it in the high-speedeconomic development stage, the dependence on resources to its economic development. ButGuangdong province resources shortage, per capita resources, less reserve resources isinsufficient, and the serious environmental problems, this makes the construction of aresource-conserving and environment friendly 'two type society', become more importanceand urgency. This subject guided by the scientific outlook on development, using theoretical analysisand empirical research method of combining, Closely combining with the actual social andeconomic development in Guangdong province, analyzing the measures,the problems,thereasons of Two type society construction in Guangdong province. On the basis of foreignsuccessful experience in the field of resources and the environment, Further put forward ideasand countermeasures of construction of two type society of Guangdong province, put forwardto, with scientific development view to perfect the related policy laws and regulations, get twotype society demonstration site construction and the establishment and strengthening of twotype society construction of performance appraisal system, adjusting the industrial structureincluding actively support the development of strategic emerging industries and developingcircular economy and low carbon economy. Hoping through the study of the two type societyconstruction in Guangdong province, for Guangdong economy in a more reasonable andeffective direction development, realizes the construction the ambitious goals of greenGuangdong and harmonious Guangdong provide valuable reference.
