摘　　要： 密切联系群众是我们党的最大政治优势，脱离群众是我们党执政后的最大危险。进入新世纪新阶段，党情、世情、国情都发生了巨大变化。尤其是我国社会处在转型时期,进入了社会矛盾凸显期，社会管理任务更为艰巨繁重，社会管理问题突显，使得密切党群关系面临新的挑战。社会管理中出现的诸多问题已经严重影响了当前和谐党群关系的构建。因此，在社会管理新形势下，如何密切党群关系，是党面临的一个重大课题。有鉴于此，本文主要从党在社会管理中密切党群关系的历史经验、社会管理中的党群关系新特点、社会管理中构建和谐党群关系面临的问题及相应对策等方面对我国社会管理中的党群关系进行了研究。本论文主要分为三个部分。 第一部分：介绍党群关系、社会管理的概念以及二者的关系，介绍马克思恩格斯、列宁、毛泽东关于党群关系的基本思想，并从社会管理角度加以简要分析。 第二部分：简要总结了党在社会管理中密切党群关系的历史经验，即善于带给人民群众看得见的物质利益，善于通过各种形式把群众组织起来,善于创新和拓展联系群众新方法、新途径。着重分析了社会管理中的党群关系新特点，即利益关系在党群关系中处于主导地位，社会管理多元主体成为党群沟通的桥梁，党群关系建设由单向型转向互动型。 第三部分：分析了社会管理中构建和谐党群关系面临的问题：民生问题广泛出现，一定程度上削弱了党服务人民的效果；社会组织的力量弱小，其在党群关系中的沟通作用有限；网络技术快速发展，对党群互动的及时有效提出更高要求。针对以上问题提出了相应的对策，即不断改善民生，夯实党群关系和谐的基础；大力培育社会组织，发挥其党群沟通协调作用；主动积极适应网络发展，用好这一党群联系新平台。 Close ties with the masses is the Chinese Communist Party's largest political advantage.Divorced from the masses is the Chinese Communist Party's greatest danger. In the newperiod of the new century, Situations of China and even the whole world and conditions of theParty have changed a lot. In the period of social transformation, the social contradictionand social management is serious. Party-masses relationship encounter new challenges.Accordingly，this thesis analyzes four aspects: the historical experiences of the CommunistParty of China, new features、the key problems，the actions for resolving them. This thesis isdivided into three Parts: Part one: introduce concept of Party-masses relationship、Social Management and theirrelationship. And introduce basic idea on Party-masses relationship of Marxism Leninismand Mao Zedong. At last, analyze it from the perspective of social management. Part two：summarizes the historical experiences of Communist Party of China in socialmanagement. Be good at Bring material interests to the People. Be good at organizing themasses.Be good at broadening the ways of ties with the masses. Analyze the new features ofParty-masses relationship in Social management. Interest relationship plays a dominant rolein the Party-masses relationship, Social management of multiple subjects are Barrier in theParty-masses relationship, the construct of Party-masses relationship from unidirectional tointeractive mode. Part three: Analyze the problems of Party-masses relationship in social management. Theproblem of the people's livelihood weaken the effect of serving the people. The power ofsocial organization is weak, the communication ability is limited in Party-masses relationship.The rapid growth of Internet challenge the interaction of Party-masses relationship. And thenhere are the countermeasures. Improving people's livelihood to tamp base of Party-massesrelationship. Cultivating the social organization to play a role in interaction of Party-massesrelationship. Adapt to network development, make use of it to tie with the masses.
