摘　　要： 当前，信息化浪潮正在席卷全球，信息化在引领着人类不断向文明迈进的同时，也带来了诸多社会管理问题。广东作为国家改革开放的前沿，也承担着引领政府职能改革的重任，广东社会管理存在着地域经济发展差异大、外来人口多且素质参差不齐、经济转型期面临社会矛盾多等问题。公安机关承担着主要的社会管理责任，而广东的警察数量占人口的比例又很低，开展公安信息化建设，向科技要警力、要战斗力，实施科技强警战略，是广东警队牢牢驾驭社会治安稳定，为经济平稳快速增长，建设和谐广东的重要举措。 广东警队大规模开展信息化建设已有十多年时间，信息化手段和水平都有了极大提高，但在警务信息化建设中仍显现出很多问题：一、信息化建设投资大、效益低，重建设、轻应用，统一规划不足，资源整合不力；二、全警尤其是各级公安机关领导的信息化意识还有待提高，信息化操作水平和技能不高；三、建设和应用规范、经费、人员等保障机制未健全。笔者从事信息化建设超过十五年，亲历广东公安开展信息化建设的过程，亲身体验信息化在引领警务机制改革中、提高警队战斗力中所呈现出来的强大力量和作用，同时也深刻感悟广东公安在开展信息化建设中所面临的困难和挑战。通过系统分析法，从领导重视、人员、机制、资源等方面对广东公安开展信息化建设中所面临困难和问题进行深入研究分析，透过表象看本质，对影响广东科学、高效地开展警务信息化建设的根源进行透彻分析。根据广东实际情况，分别从战略规划、标准体系、基础平台建设、经费人员保障机制等方面，提出具有实操意义的广东开展警务信息化建设的对策，解决广东警务信息化建设中所面临的主要问题和困难，应对全社会信息化浪潮对公安工作的挑战，提高广东警队驾驭和管理社会的能力，为广东经济社会快速、平稳、和谐发展贡献力量。 At present, the informationization tide is sweeping through the global,informationizationin leading the human keep civilian ourselves at the same time, also brought many socialmanagement issues. Guangdong province as the country at the forefront of reform andopening up, and its responsibility to the leading functions of the government reform, socialmanagement in guangdong there is a large difference of regional economic development,foreign population is much and the quality is uneven, economic transition face problems suchas more than social contradictions. Public security organ shall bear the main responsibility ofsocial management, and the number of police in guangdong accounts for the proportion of thepopulation is very low, to carry out the public security information construction, to scienceand technology to police, to fighting capacity, implement the strategy of science andtechnology strong police, firmly control the social order stability is the guangdong policeforce, for the steady and rapid economic growth, the important measures for building aharmonious guangdong. Guangdong police large-scale carry out information construction has more than ten yearsof time, information means and levels have greatly improved, but still appear many problemsin the information construction of police: one, the informatization construction of largeinvestment, low efficiency, heavy construction, light applications, lack of unified planning,lack of resources integration; Second, total p, especially information consciousness of thepublic security organs at all levels leadership needs to be improved, informationization leveland operation skill is not high; Three, the construction and application specification, funds,personnel, security mechanism is not sound, etc. The author is engaged in the informationconstruction for more than15years, through the guangdong public security to carry out theinformatization construction process, experience of informatization in lead policingmechanism reform, improve the forces fighting the power manifested and role, and alsodeeply comprehension in the guangdong public security to carry out the informatizationconstruction of facing difficulties and challenges. Through system analysis, from theleadership, personnel and to the guangdong public security mechanism, the resources to carryout the informatization construction in the difficulties and problems faced by in-depth research and analysis, see the essence thr ough theappearance, the influence of guangdongpolice informationization construction scientifically and efficiently carry out the root cause ofthe thorough analysis. Study abroad police informationization in developed countries to carryout the informatization construction of advanced concepts and practices, according to theactual situation in guangdong, separately from the strategic planning, standard system,platform construction, funds, personnel guarantee mechanism, etc., proposes practicallysignificance to police informationization construction the countermeasure, solving theguangdong police informationization construction facing the main problems and difficulties,meet the challenges of the information wave of public security work in the whole society,improve the ability of guangdong police force control and management of social, forguangdong's economic and social rapid, stable and harmonious development contributionstrength.
