摘　　要： 产业集群是中小企业的重要发展模式，如何有效的带动集群企业和整个产业链的发展，是一个重要研究课题。云计算一种新兴技术和商业模式，对促进我国产业结构转型升级和实现经济发展方式转变具有至关重要的作用。北京、上海、广东等地率先启动了云计算产业园区的建设，广东已将发展云计算产业提升到战略层面。惠州仲恺高新区正在搭建企业级云计算平台和完善企业级云计算产业链的建设，以此加速制造业、服务业的转型升级和催生新兴产业。惠州将依托终端制造的优势，以发展云技术和终端相关产业技术为重点，利用广东的产业区域优势技术的集成，进而提升产业群的产业关联度和整体的创新能力，形成专业化的产业集聚。 本文回顾了国内外产业集群研究的理论，描述了智能终端与云计算产业的发展状况，分析了惠州仲恺高新区云计算智能终端创新型产业集群的建设情况，提出了目前所存在的问题和解决措施。惠州云计算智能终端创新型产业集群的公共服务平台建设是全省乃至全国范围内的一次创新式尝试，本文的研究结果对国内其他高新区建设高新技术公共服务平台具有借鉴意义。 Industry cluster is an important mode of the developing of enterprises. How todevelop the clustered enterprises and the whole industry effectively is an essentialresearch subject. Cloud computing is an emerging technology and business models,which has a vital role to promote the transformation of China's industrial structureand achieve economic development pattern. Beijing, Shanghai, Guangdong andother places are the first to start the construction of the industrial zones of cloudcomputing, and the Guangdong development of the cloud computing industry hasbeen elevated to the strategic level. Huizhou Zhongkai High-tech Zone is buildingthe enterprise-class cloud computing platform and improving the enterprise-classcloud computing industry chain, in order to accelerate the manufacturing sector, theservice industry transformation and upgrading, and the birth of new industries.Huizhou will rely on the advantages of terminal manufacturing, and focus on thedevelopment of cloud technology and terminal related industries, make use ofGuangdong industrial region superior technology integration, and thus enhance theindustry association of industry groups and overall ability to innovate, the formationof specialized industrial agglomeration. This paper reviews the study of the theory of domestic and foreign industrialclusters, describes a the development of intelligent terminals and the cloudcomputing industry, analyzes the development of the building of the public serviceplatform of intelligent cloud computing terminals' innovative industry cluster inHuizhou Zhongkai High-tech Zone. Huizhou’s public service platform is aninnovative attempt in the province and even the country. The results of this study canguide the construction of other high-tech zones.
