摘　　要： 近年来地方各级政府都不断加大对水利建设的投入，在全国各地陆续发生了一系列重大的水利建设中,每一场重大水利建设的成功背后都有着水利专项资金的强力支撑。县级政府应该如何规范地、更有效地使用这些水利专项资金,使有限的资金发挥出最大的社会、经济和环境效益,是县级政府和广大人民群众的宿愿。然而在我国,对县级如何管理使用水利专项资金管理的研究刚起步不久,各地县级政府对水利专项资金的理解各抒己见,各有各的侧重点;对水利专项资金管理和使用的研究也是处于刚刚起步阶段,对水利专项资金县一级政府如何管理使用的研究更是罕见。 本文结合国内外相关研究,在现有财政水利支出和财政水利政策理论研究的基础上，采取理论与实际相结合的方法,从促进恩平市如何管理和高效使用水利专项资金两方面着力，分析研究恩平市在管理使用水利专项资金存在问题，查找影响恩平市如何发挥水利专项资金效应的原因，剖析其形成的成因，并结合实际数据,运用分析法对江门恩平市所投入的水利专项资金的管理工作展开研究,构建了恩平市水利专项资金的管理体系。同时，希望本文对恩平市（县级市）的研究，能够促进全国各地方县管理使用水利专项资金从粗扩方式到科学化精细化的转变，有效地促进地方水利事业水平的提高，为地方县经济发展、农业增长、农村稳定贡献绵薄之力。 In recent years, the Central Document No. attaches great importance to thedevelopment of local water utilities, governments at all levels continue to increaseinvestment in the local water conservancy construction throughout the country haveundergone a series of significant water events, a major water conservancy behind thesuccess of the eventwater conservancy and special funds have a strong support. The countygovernment should be how to regulate, more efficient use of water conservancy specialfunds, so that the limited funds to play the greatest social, economic and environmentalbenefits, the county government and the long-cherished wish of the majority of the people.In China, however, the county level and how to manage the use of water management ofspecial funds just started shortly around the county government special funds for waterconservancy understanding their views, each with its own focus; research on themanagement and use of water conservancy special funds in the just the initial stage, thewater conservancy and special funds to county-level government how to manage it is rare. This paper studies at home and abroad, in the Water Conservancy expenditure onexisting financial and fiscal water policy theory research on the basis of, to take the methodof combining theory and practice, how to manage and two focus on the efficient use ofwater conservancy special funds from the promotion of Enping City, analyzed Enping usedin the management of water conservancy and special funds there is a problem, find theimpact Enping how to play the reason of the effect of water special funds, analysis of thecauses of its formation, combined with the actual data, the use of analysis of JiangmenEnping investment in water conservancy management of special funds the commencementof the study, build a the Enping water management system of special funds. Meanwhile, wehope this article Enping City /(county-level cities/) to promote all local county managementand use of water conservancy and special funds from the the crude expansion to thetransformation of scientific and meticulous, effective in promoting the improvement oflocal water utilities level, for local County economic development, agricultural growth,rural stability modest contribution.
