摘　　要： 为提高重大节假日期间收费公路的通行能力和服务水平、降低市民出行成本，国务院出台了重大节假日免收7座以下小型客车通行费的政策。截止目前，该政策已经在2012年国庆假期和2013年春节假期两次实施，并引起国内相关专家学者对于政策及实施效果的激烈讨论。 本文采用文献研究法，收集、查阅大量文献，全面、正确的了解高速公路联网收费、重大节假日免收通行费、行政干预等方面的国内外研究现状，了解政府行政干预对收费公路市场的影响，归纳我国各地实施重大节假日免收小型客车通行费的方案，总结各种方案的优缺点，从而充实课题研究的基本知识、理顺课题研究的基本思路；采用比较研究法，通过横向比较分析各地针对重大节假日免收小型客车通行费政策制定的实施方案，分析其优缺点；采用访谈法，针对政策的实施效果及实施建议设计访谈提纲，与专家学者、政府及企业、消费者等群体进行访谈，获取各行业对该政策的认识及看法。 本文以重大节假日免收小型客车通行费政策及其实施为背景，着重对政策得到社会认可、降低公众节假日出行成本、积极推动旅游业发展及其他方面的积极作用，以及高速公路拥堵、政策实施的公平性、旅游景区管理压力增大、违背低碳出行等问题进行了分析、研究。最终，本文提出了一系列加强该政策实施的对策，比如各地根据实际情况调整实施方案、完善应急处置预案、加强收费系统实施、加强收费站交通疏导、完善配套管理与服务措施等。 In order to improve the traffic capacity and service level of highway in major holidays,while reducing travel cost of the public, the State Council, the Ministry of transport and otherrelated departments jointly introduced the policy——toll free for small passenger vehicles inmajor holidays. And it implemented for the first time and the second time during the holidayof the2012th National Day and the2013th Spring Festival. This caused intense discussion bydomestic experts and scholars for performance of the policy. Using the Literature Research Method, the author collected and read a lot of literature tocomprehensively understand expressway toll, major holidays toll free, administrativeintervention at home and abroad, and to understand the intervention effects on the toll roadmarket, and to summed up the implementation of major holidays free minibus tolls scheme allover the country, and to sum up the advantages and disadvantages of various schemes in orderto enrich the research basic knowledge and straighten out the topic research basic mentality.Using the Comparative Study, this paper analysis the implementation scheme of majorholidays mini-bus toll free policy, analyzes its advantages and disadvantages. UsingInterviews, the author designed outline of interviews pointing to the performance of policiesand implementation of the recommendations. Experts and scholars, government andenterprise, consumer groups were interviewed. The paper got understanding and views on thepolicy of the industry. Based on the policy of toll free for small passenger vehicles in major holidays and itsbackground, the policy frame, the deployment of various departments and implementationschemes of various provinces, this paper analyzed and researched the positive role such aspromoting harmonious society progress, driving the development of tourism, as well asproblems of expressway toll station jams and the fairness of policy implementation. Thispaper also put forward a series of measures of strengthening the implementation, such asperfecting the toll free management measures of toll stations, adjusting the program accordingto the actual situations, further improving the emergency disposal plan, taking the necessarymanagement and service measures, supporting the macro-control implementation of the otherrelated industries.
