摘　　要： 农田水利建设具有明显的公益性。政府参与农田水利建设是对其经济建设职能的履行，体现政府对国家发展战略、经济发展重心的选择。在农田水利建设中引入市场机制是公共服务提供机制的重要改革之一。2009年，广东率先引入农田水利建设BT模式，建立起地方政府、水利部门、企业、银行多方联动的水利发展机制,发挥了强大的集资优势，显著地加快了广东农田水利建设的步伐。 本文即以广东农田水利建设BT模式的实践为对象，讨论该模式的过程和归纳其特点，从农田水利设施的公共产品性质及其提供的市场化改革角度，分析政府在其中的主导作用和具体职责。文中还以广东高州水库灌区续建配套与节水改造首期BT项目为详细讨论的案例，通过与广东雷州运河续建配套和改造工程EPC项目的对比，具体讨论BT模式的优点及其在目前实践中存在的不足。文章最后在借鉴国外先进经验的基础上，针对广东实际情况和BT现行问题，提出优化农田水利BT模式、推动广东农田水利进一步发展的一些建议，以为决策的参考依据，并为其他地区农田水利建设更加切实地推行提供有益的借鉴。 Irrigation and water conservancy construction has obvious public welfare. Participatingin the construction of irrigation and water conservancy is the goverment’s functions for theimplementation of the economic construction. It reflects the government's choice of nationaldevelopment strategy, economic development center of gravity. In the introduction of marketmechanism in the construction of irrigation and water conservancy is one of the importantreform of supply system of public service. In2009, Guangdong takes the lead in introducingirrigation water conservancy construction of BT mode, established the local government,water conservancy departments, enterprises, Banks and other water conservancy developmentcoorperlation mechanism. This mode has played a strong financing advantages, significantlyaccelerated the pace of farmland water conservancy construction in guangdong province. Based on the practice of the irrigation and water conservancy BT model of Guangdong,the paper comprehensively applies the model of process and its characteristics. From thepublic goods nature of the irrigation and water conservancy facilities and marketizationreform of supply’s view, the paper also analyzes the government's leading role and specificduties in irrigation and water conservancy BT mode. Based on the first BT project on therehabilitation and water-saving reform for the reservoir irrigation area in Gaozhou, this articlealso concretely discuss the advantages of BT mode and the problems existing in currentpractice. Meanwhile, compared with EPC project on rehabilitation and reconstruction inLeizhou canal, it’s known that BT model is superior to EPC model. Finally, on the basis ofdraw lessons from foreign advanced experience, according to the actual situation of irrigationand water conservancy construction in guangdong province and BT mode existing problem,its put forward some suggestions about the optimization of irrigation and water conservancyof BT mode, promote the further development of guangdong water conservancy, providingreference basis for government decision-making. At the same time, it provides the beneficialreference for other areas of irrigation water conservancy construction and development.
