摘　　要： 本文为一篇以W市电网建设中发生的冲突事件为案例，探讨供电局如何应对冲突、如何有效管理联系在一起的外部利益相关者之间关系的论文。 文章首先就企业和社会的关系，企业的社会责任以及问题和危机管理的理论进行综合阐述，并提出本文的研究思路，随后部分是案例正文、案例分析及有效管理外部利益相关者的建议方案。案例正文部分介绍了W市供电局与外部利益相关者之间冲突的事件,以及事件发生的背景。案例分析部分，文章首先分析了电网建设的外部环境发生的深刻变化，提出供电企业加强外部利益相关者管理的必要性和紧迫性。其次，论文逐一分析了电网建设中主要的外部利益相关者——公众、政府、媒介和非营利组织的特征和需要，揭示存在的问题以及产生问题的原因，构建外部利益相关者关系模型，运用博弈论的方法分析了利益相关者之间的利益格局，推导出博弈均衡的策略。最后，文章进一步探讨了提高电网建设外部利益相关者管理效率的策略，提出电力企业推行道德管理、建设环境友好型绿色电网的管理理念；以及构建政府主导、媒体引导、非营利组织支持、公众接受和合作的电网建设格局的建议；提出公众参与电网建设决策的应用模型，并且以构建电网建设外部利益相关者之间的和谐关系作为管理目标。 In this paper, for the occurrence of a W city power grid construction of the conflict as acase, study on Power Supply Bureau of how to deal with conflict, how to effectively managethe relationship between the external stakeholders together. Firstly, on the relationship between enterprises and society, the social responsibility ofthe enterprise as well as the problems and crisis management theory expoundedcomprehensively, and proposed this article research mentality, Then the part is the proposalcase analysis and effective management main body, external stakeholders. The first partintroduces the conflicts between the W Power Supply Bureau and external stakeholders in theevent, as well as the background of events. The part of case analysis, firstly, it discusses theexternal environment changes of network construction and the necessity and emergency forexternal stakeholders’ management. Secondly, it discusses the characters and demands of thepublic, the government, the media and non-profit organizations during the power networkconstruction, revealing the problems and reasons, analyzing the interest structure of the powerenterprises and the stakeholders by applying the game theory, educing the balanced strategy.Finally, it further discusses the strategy of improving the efficiency of the publicadministration involved in external stakeholders, advancing proposals for the powerenterprises to manage by moral, construct the green network and build a constructionstructure dominated by the government, guided by the media, supported non-profitorganizations and coordinated by the public. It also put forwards a proposal for keeping thegood relationships between the external stakeholders.
