摘　　要： 随着企业孵化器的发展和周边服务配套主体的完善，逐渐形成了一个规模巨大，各主体间又相互影响的孵化网络。孵化网络是企业孵化器发展的必然选择，它能极大地带动企业孵化器的发展，但与此同时，单个外围主体的风险上升，也会使得整个孵化网络的风险提升，继而影响到各个主体的风险。形成了“一损俱损一荣俱荣”的局面。因此，如何在这样的网络环境中客观全面地评价孵化网络的风险，对于孵化器的建设、孵化网络的发展与运营都有着极其重要的意义。 虽然孵化网络风险度量的研究影响作用巨大，但由于对孵化网络风险进行度量，涉及的主体要素多，风险随时变化，数据取得困难，风险到处传染，研究难度很大，所以，国内外对此处研究非常缺乏。国内的政府机构、企业孵化器、金融机构等孵化网络主体，都迫切期望有一个良好的孵化网络风险动态传导的度量的方法，来解决实际的需要。 作者在暑假调研了我国多个城市的孵化器发展情况：西安、北京、天津、武汉、上海、深圳和广州。通过派发问卷并回收问卷、现场访谈等多种手段，详细的了解和研究了孵化器的发展。在系统的研究了现有的孵化网络的研究成果和周边的一些学科理论的情况下，首先把孵化网络划分为一个以孵化主网络为核心，又有融资子网络、中介服务子网络、技术合作子网络、市场子网络、政府支持子网络等五个子网络组成的孵化网络集群，界定了孵化网络的内涵。之后发挥创新，给出了创业企业孵化网络风险定义，并结合问卷调研、访谈与孵化器专家进行交流等方式，创造性地提出了创业企业孵化网络风险度量方法。同时，借鉴了网络组织关系的理论，把孵化网络中，不同的主体按照其在网络组织中的权力关系，进行了研究，依据风险在不同的主体间传导系数不同的观点，创建了风险动态传导体系。最后，本文采用可拓层次分析法来度量各主体之间的权重关系，采用信用风险评级方法来对风险进行度量和评价，得到6个网络的风险度量值和风险的动态传导的机制。最终形成一个可以衡量风险的动态传导的过程和结果的完整的风险度量体系。 之后利用本文建立的风险度量模型，对西安、北京、天津、武汉、上海、深圳、广州等地的实际情况进行分析，求得这七地的孵化网络风险值，并且对该七个地区的孵化网络风险进行排序，并且分析该七个地区孵化网络风险值差别的原因。最后进行了对策与建议，针对孵化网络的发展和孵化网络风险的控制提出了一些切实可行的建议。 通过本文构建的风险动态传导度量方法，不仅可以度量孵化网络的整体风险，还可以度量其中各个子网络，乃至各个主体的风险；不仅可以度量一个静止的孵化网络的风险，还可以度量在风险的传导的运动的变化过程。 With the development of business incubator and surrounding services improvement, itgradually formed a huge scale incubation network, and mutual influence between differentsubjects. Incubation network is the inevitable choice of business incubator development, itcan greatly promote the development of business incubator, but at the same time, a single,increased risk of peripheral main body to hatch will also make the whole network risk rise,which in turn affects the risk of each subject. Formed a a situation 'a glorious all glory'.Therefore, How to hatch in the evaluation of network risk objective comprehensively in sucha network environment, for the construction of the incubator, incubator network developmentand operations, has extremely important significance. Although incubation network impact on the study of risk measurement function is huge,but because of incubation network risk measurement, involved lots of elements, and riskalways change, difficult to get the data, risk contagion, the research is very difficult, so atdomestic and abroad to study is very lack. Domestic government agencies, businessincubators, financial institutions, such as incubation network main body, are keen to have agood incubation network dynamic transmitting method of measurement, in order to solve theactual needs. The authors research the incubator development of the xi 'an, Beijing, Tianjin, Wuhan,Shanghai, Shenzhen and Guangzhou in summer vacation. Through distributing questionna-ires and recycling questionnaire, field interviews and other means, understand and study thedevelopment of the incubator. Bred in a system study of the existing network research and thesurrounding theory, first of all hatch the incubation network is divided into a main network asthe core, the subnet network, intermediary services and financing network, technicalcooperation network, market network, government support network, incubation networkcomposed of five components, such as network cluster, defines the connotation of theincubation network. Secondly, gives the start-ups incubation network risk definition, combinedwith the questionnaire survey, expert interviews and incubator to communicate, creativestart-ups incubation network risk measurement method is proposed. At the same time, drawlessons from the theory of network organization relationship, the incubation network,according to the different subject in the power relations in the network organization, arestudied, based on risk conduction coefficient between the main bodies of different points ofview, to create the dynamic transmitting system. Finally, this paper adopts extension AHPmethod to measure the weight of each subject, credit risk rating method is used tomeasurement and evaluation of risk, get6network risk measurement and risk of the dynamic transmission mechanism. Eventually form a dynamic can measure risk conduction processand results of integrated risk measurement system. After the use of risk measurement model established in this paper, to xi 'an, Beijing,tianjin, wuhan, Shanghai, shenzhen, guangzhou and other places of the actual situationanalysis, incubation in the land of the seven network risk value is obtained, and the sevenregional incubation network risk rank, and analysis the seven regional incubation network riskvalue difference. Finally has carried on the policy and the suggestion, the incubation networkdevelopment and incubation network risk control and puts forward some feasible Suggestions. Through this article to build risk measurement method of the dynamic transmission cannot only measure the overall risk of incubation network can also measure of each network,and the main body of risk; Cannot only measure the risk of a static incubation network, andcan also measure the risk of the change of motion of the conduction of the process.
