摘　　要： 政府统计是政府公共管理的基础环节，统计数据质量是统计工作的生命。统计数据质量不仅影响着政府制定宏观发展规划和战略，也影响着微观经济主体对社会经济形势的分析和判断。在市场经济不断发展、国内外经济环境日益复杂的背景下，社会各方面对基础数据和统计分析的需求不断扩大，统计工作的重要性日益突出，公众对政府统计数据质量提出了更高的要求和期盼。在新的形势下，加强政府统计数据质量管理，具有十分迫切而重要的意义。 近年来，政府统计数据已成为媒体和公众关注的焦点。从国家到地方，一系列针对政府统计数据的质疑声此起彼伏、不绝于耳。这一方面反映了政府统计在公共管理领域的重要性日益提高，另一方面说明政府统计数据质量管理是一项亟待研究突破的课题。当前，国内外针对统计数据质量管理的研究层出不穷，观点频出，但很多都立足于国家宏观层面和顶层设计的角度，对统计管理体制等提出一些探索性的办法和建议。相比中央和省级政府，地级市政府处于承上启下的中观层面。地级市政府统计部门既要贯彻执行国家和省的统计方法制度，又担负着数据质量审核的重要职责，是政府统计数据质量管理的重要中间层次和关键环节。地级市政府统计不仅仅是简单的执行贯彻和按部就班，而是应该立足于现有体制和环境，主动探索、创新完善本级数据质量管理的措施，通过基层和中间环节“不进假数”，来保证中央、省级层面“不出假数”。但目前统计理论界对国家宏观层面的体制问题研究较多，对地级市政府统计数据质量管理缺乏一些实证分析和具体的对策探讨。 本文运用文献研究、经验启示、实证研究、定性分析等方法，从地级市政府的中观层面来探讨统计数据质量管理问题，一方面丰富、完善、拓展政府统计数据质量管理的理论；另一方面以国外统计数据质量管理先进经验为借鉴，以佛山市统计数据质量管理为切入点，尤其是结合佛山市统计调查对象多、经济形态复杂、产业结构多元等特点，研究加强佛山市政府统计数据质量管理的新途径、新办法，切实提高佛山市政府统计的公信力。 As one of basic links of government public management, data quality is the life ofgovernment statistics. Statistical data quality will affect not only government programme andstrategy, but also the micro-economic subjects’ judgment. Under the background ofexpanding market economy and increasingly complex economic environment, the needs ofunderlying data and statistical analysis are expanding，the importance of statistical work isbecoming increasingly prominent, and the people are paying more attention to statistical dataquality. So, strengthening data quality of government statistics is of great significance. Government statistics has recently become the focus of media and the public. As anexample, the validity of it is queried one after another recently. This phenomenon reflects theincreasing importance of government statistics, and the urgency to research governmentstatistical data quality management. Relevant documents come out thick and fast currently, but many are based on thenational perspective of macro-level and top design, and, as the results, proposals such asstatistical management system are put forward, few are about municipal statistics. Actually,municipal government serves as a connecting link between the preceding and the following,its bureau of statistics is charged with the implementation of higher statistical system andmethods, and the review and evaluation of data quality. The statistical data of central tier andprovincial tier will be 'no fake' till the data of municipal tier has 'no fake', through activeexploration and innovative approaches of municipal bureau of statistics. Discuss about statistical data quality on municipal government tier richens the theory ofgovernment statistics data quality management. Furthermore, compared with other economies,Foshan economy means more market players, more investigation objects, more privateenterprises, and more economic forms, in order to enhance the credibility of governmentstatistics, new approaches are put forward on the basis of these characteristics and advancedexperience at home and abroad.
