青海省电力公司培训项目优化设计与实施研究

摘  要: 随着改革的不断推进与市场机制的完善,电网企业即面临着发展的机遇,同时也面临着挑战,因此电网业务对人才层次的要求越来越高,尤其需要接受过良好教育和培训,有丰富的理论知识储备和实践经验的管理人才,建立高素质的电力员工队伍成为电网企业人力资源建设的核心任务。在优化人力资源结构的过程中,一方面要做好人才招聘工作,吸纳社会上优秀人才加盟,更为重要的是要依托企业培训体系,提升现有员工的业务能力和管理水平。 本文以培训项目的优化设计与实施为研究对象,对电网企业现有的培训管理体系进行优化设计。首先,本文在总结国内外培训体系优化研究的基础上,回顾了现有培训管理相关理论;其次,本文重点针对电网企业培训资源管理存在的问题进行了定性分析,并就培训资源的开发与管理进行了探讨,提出了培训资源开发的原则,并建立了独占型培训资源调配模型:再次,在培训项目质量评价体系建设方面,为弥补Kirkpatrick模型在实际使用中的不足,本文提炼了行为层和结果层的评价指标,利用FAHP方法建立了培训项目质量评价体系;最后,对青海省电力公司培训中心培训项目进行了概述,针对培训中心师资力量调配存在的问题,采用文中建立的独占型资源调配模型优化了培训中心现有的师资调配模式,同时从培训项目的实施层面给出了优化策略。 本文研究内容作为对电网企业培训体系的补充,在培训资源管理、培训质量管理方面进行了研究,一定程度上补充了电网企业现有培训体系的不足,通过定性分析、定量描述为培训项目的优化提供了科学的依据,具有一定的创新性和实用性。 As the continuous reform and the optimization of the market mechanism, the demand of talents in power grid enterprises is growing more and more Cultivate a high quality talent is becoming the core aim of human resource construction. During the process of optimizing human resources, talent recruitment is only one of the parts. The more important is training work which promotes the service capability and management skills of existing staff This paper studied the training project optimizing design and operation as a research object. First, the literature review of employee training management was studied, and the theoretical review was made. Second, a qualitative analysis was given and the method of training resources development and management was discussed. A model dealing with monopoly type resources was built. Third, in order to optimize the implement of quality evaluation in training project, the evaluation index of behavior layer and result layer which belong to Kirkpatrick model was refined. The assessment model was constructed based on FAHP method. Finally, in the context of training center of Qinghai electric power corporation, the optimizing strategy was suggested based on the analysis of current situation, the teachers allocate mode was also redesigned in order to achieve the lowest cost and highest training effect. As a supplement of power grid enterprise training system, Training resource management and training quality management were studied. The qualitative description and quantitative analysis provided a scientific management approach about training project which was innovative and practical.
