摘　　要： 改革开放以来，我国政府体制改革和行政职能转变不断深化。2007年十七大报告明确政府行政的公共服务性质，我国公共行政方向在于提供公正、平等、优质的公务服务，维护公共利益和实现社会公平正义。2012年十八大报告中进一步强调通过完善公共服务行政体制实现社会良好治理。中央政府明确发出信号，我国各级政府应该发展治理能力建设良好的治理社会，作为面向最广大范围民众直接实施具体治理的公共权力组织，基层政府治理能力直接影响广大民众生活质量、社会发展水平和政治统治合法性，同时现代社会持续快速发展又对基层政府治理能力提出更高的要求。 本文依据地方政府治理和新公共服务理论阐释基层政府治理能力内涵，并从资源投入-产出视角建立基层政府治理能力分析框架，将基层政府治理能力划分为资源汲取能力、资源配置能力、资源使用能力和依法行政能力。基层政府依法合理汲取社会资源，然后将资源吸收消化后配置给具体职能机构，并投入使用资源进行社会治理。从内容上可以将使用资源治理能力划分为执行上级决策、促进辖区发展、实施公共管理和推行制度创新的能力，而这些能力都服务于维护公共利益的目标，依法行政能力则体现在基层政府治理全过程。 相关统计数据描述了我国基层政府治理能力现状，然而在实际治理过程中，基层政府还普遍存在不足。如我国基层政府治理能力存在治理能力水平加快发展的不足，表现在政府过于注重追求经济效益，忽视社会综合治理；有效社会治理服务供给不足，表现在缺乏民主治理意识，不能明晰民众治理需求；治理资源汲取程度深化、配置使用力度加大和整体上还存在明显结构缺陷，表现在资源汲取渠道单一，过于依赖上级财政支付，配置使� Since the reform and opening up, the reformation of government system and thetransformation of administrative functions are deepening. The report of the17th CPCNational Congress indicates the nature of public services of administrative functionsin2007. The aim of public administration in China is to provide fair, equal andgood-quality public services to protect the public benefits and to realize the justiceand fairness of the society. In2012, the report of18th CPC National Congress furtheremphasizes the realization of better management of the society by perfecting theadministrative system of public services. The central government indicates clearly thatall ranks of governments in China should develop its managing skills to build abetter-managed society. As the organizations with public authority, they face with themost wide-ranging citizens to carry out the actual management. The managing skillsand abilities of basic level governments influence the quality of life of most citizensand the developing level of the society as well as the legality of government control.Meanwhile, the sustained rapid development of the modern society brings higherrequirements of its managing skills and abilities. The managing skills and abilities of basic level governments is the main contentof the construction of modern administrative management system in China. Accordingto the actual managing skills of local governments and the new theory of publicservices, this essay explains the connotation of skills and abilities of basic levelgovernments. This essay divides the managing skills and abilities of basic levelgovernments into the absorbing ability of resources, the allocating ability of resourcesand using ability of resources. The basic level governments absorb the societyresources legally and reasonably and then after their own digestion, they allocate theseresources to specific functioning departments and use these resources to run andmanage the society.
