摘 要: 从20世纪30年代美国政府运用项目可行性研究方法获得田纳西河流域开发的巨大成功以来,在随后的70余年时间内,项目可行性研究理论与方法获得了长足发展。随着技术科学、管理科学和自然科学的发展,可行性研究已经逐步发展成为一门综合性学科。作为工程项目组织管理和评价的科学方法,可行性研究在企业投资和工程项目领域得到了广泛应用。 C公司是全球顶尖的消费品公司之一,总部在美国纽约,公司已有着近二百年的历史。公司在全球200多个国家和地区设有分公司或办事机构,雇员总数达40000人。公司在口腔护理、个人护理、家居护理和宠物食品等方面为大众提供高质量的消费品,其中有很多是广大消费者耳熟能详的全球著名品牌。 经过近二十年的发展建设,C公司在中国的生产基地面临着较大的挑战,现有设备及厂房布局的局限性也逐渐明显。尤其是在膏体生产车间,由于现有生产区域的限制,储罐数量的限制,输膏管道过长,对应的PA/(PostAdded后加料系统/)系统数量限制等因素,使得生产线的产能得不到最大的发挥,也限制了口腔护理产品在公司全球战略中的地位提高。为解决这一问题,公司计划对现有的膏体生产车间进行扩建。 本文以C公司的上述扩建项目的可行性为研究对象,运用项目管理中有关项目可行性研究的理论和方法,从项目的市场、技术、财务、风险及控制等方面对C公司膏体生产车间扩建项目的建设进行全面的可行性分析。技术可行性方面,主要是从新工艺的引进、原有设备的搬迁、环境影响报告等方面进行研究;财务可行性方面,责着重分析了项目的投资、财务评价报告等。就项目的实施提供理论依据,进而得出可行性的最终结果。 Since the1930s the U.S. government to use the method developed by the TennesseeValley huge success of the project feasibility study within the next70years, the theories andmethods of project feasibility study developed by leaps and bounds. With the development ofscience, management science, and natural science, the feasibility study has graduallydeveloped into an interdisciplinary discipline. As the project organization, management andevaluation of the scientific method, a feasibility study has been widely applied in the field ofcorporate investment and project. Company C is one of the world's leading consumer goods company, headquartered inNew York, the company has nearly two hundred years of history. The company has branchesor offices in more than200countries and regions around the world, the total number ofemployees reached40,000people. In oral care, personal care, home care and pet food for thepublic to provide high-quality consumer goods, which is the majority of consumers arefamiliar with the world's leading brands. After nearly20years of development and construction, Company C’s production basein China is facing greater challenges became clear the limitations of the existing equipmentand plant layout. Especially in cream making plant, due to the limitations of the existingproduction area, the tank quantity of restrictions, cream supply piping is too long,corresponding to the PA system of quantitative restrictions and other factors, the capacity ofthe production line was seriously impacted by it, but also limits the advancement of oral careproducts in the company's global strategy. To solve this problem, the company plans toexpansion of the existing cream making workshop. By using the theory and methods of project management, I studied the expansion projectfrom the market, technical, financial, risk and control other aspects. In this article, I focusedon the technical and financial feasibility research such as new produce process, the originalequipment relocation, environmental impact reports, responsible for project investment,financial evaluation report and so on. In the end of the article, provided a theoretical basis forthe implementation of the project, and then come to the final results of the feasibility.
