摘　　要： 去年，党的十七届六中全会提出要推动文化大发展大繁荣，由此，政府采取了一系列的措施来推动公共文化服务的发展和繁荣。基层公共图书馆公共文化服务作为公共文化服务的其中之一，也从中受益，得到了政府越来越多的重视。 在这大环境下，本文以广东鹤山图书馆为例，分析了我国基层公共图书馆的公共文化服务现状，指出现时我国基层公共图书馆的文化服务存在的一些问题。例如，跟不上社会发展的新要求、读者群范围小且读者数量不足、服务的质量偏差、服务的水平偏低等。并针对基层公共图书馆所提供的公共文化服务受到外部环境、管理机制、政府的支持情况、从业人员素质、民众本身的意识等方面因素的制约，提出了一些解决问题的对策。例如，要采取措施努力争取基层公共图书馆文化服务经费，要充分利用有利的外部环境改进文化服务、推动公共文化服务的发展，要建立健全基层公共图书馆文化服务管理制度及其相应的机制，要加大政府对基层公共文化服务的投入，还要提升从业人员的素质，并运用提高民众利用公共图书馆的意识等多种方法以吸引基层民众参与公共文化服务等。本文还指出各级政府应承担提供公共文化服务的职责，支持基层公共文化服务向均等化方向发展，从而有利于我国的基本公共服务均等化的实现。 Last year, at the Party’s seventeen sessions of six CCP plenary conferences, presentedthat should be pushed our culture forward overall developing and flourishing. So, thegovernment took a series of measures to push our public cultural service forward developingand flourishing. The cultural service of public library at grassroots is one of public culturalservice, so can have benefit, and the government attach importance to it. At this surrounding, the paper analyzes the situation of public cultural service atgrassroots libraries in our country exemplified by the Guangdong Heshan Library. And pointsout that these service exist some problems, include: falling behind new requirements of thedeveloping society, readers are short and in a narrow scope, the quality and the level ofservice isn’t up the standard, etc. And directs the restricted factors on surroundings,management, the support of government, the character of workers, the awareness of thepopulace. Then presents that should be strived for founds of the cultural service of publiclibrary at grassroots, made good use of beneficial surroundings to making cultural servicebetter and pushing it forward developing, stood up the mechanism on management, investedincrease the support of government on cultural service, promoted the character of workers,improved the awareness of the populace, etc. And, the paper points out that the government atall levels should be beard their duties on supply of public cultural service, supported themdeveloping to an equal level, then benefits the fulfilment of basic public service to an equallevel.
