摘　　要： 本文针对目前地方政府投资项目管理的现状，尝试探讨推行“代建制”这一深化地方政府投资体制改革的政府投资项目管理方式。从政府投资项目和代建制的概念入手，对政府投资项目的传统管理方式及其弊端进行了分析，结合发达国家和地区政府投资项目管理现状，综合国内理论界的观点和试点省市出台的制度，比较分析部分城市的代建制经验和优点，总结了当前代建制试点的效果和存在问题。联系江门市政府投资项目代建制实施状况，指出目前江门市推行政府投资项目代建制市场化的改革条件尚未具备。最后，对当前江门市代建制推行过程中存在的代建方式、代建费用等主要问题进行分析，提出进一步推行代建制，应重点做好加快法制建设，建立有效监督机制、激励机制，完善招投标程序等有关的建议。 According to the current local government investment project management situation, thisarticle will mainly try to focus on the current local government investment reformsystem--construction-agent system，which will definitely become a tendency soon. It alsodoes a clear analysis on some malpractices and its traditional management models of thosenoncommercial government investment programs. It starts with the definition ofconstruction-agent system. It also analyses the current government investment programs andits situation. There are a lot of demonstrations of the current developed countries’ and region’slocal government investment programs management situation. Also it includes some domestictheoretic ideas regarding construction-agent system plus some provincialalready-experimental successful cases. There is a lot of comparison and analysis on its prosand cons of various area’s and district’s construction-agent system. At the same time it pointsout straight away the obvious result of those already-experimental places and its existingproblems as well. The author has done a lot of research on how the current Changsha citygovernment has been doing on carrying out the construction-agent system. There is a greatdeal of analysis on its current situation of its construction—agent system and its existingproblems. There are quiet many suggestions on how to improve and speed the governmentconstruction-agent system of Changsha city. It has provided some suitable models forChangsha area. Lastly, regarding the existing construction-agent models and its costs, there isa lot of analysis in it. It states it very clearly that in order to carry out the construction-agentsystem widely and efficiently, we should have quality supervisory mechanism plus healthylegal system. We have to take effective measures to inspire and better the system by taking anobjective and open policy when we are processing any construction-agent system bids.
