摘　　要： 工商行政管理部门是政府行使市场监管职能的重要部门。近年来，随着社会各界对政府部门工作效率和服务质量要求的不断提高，工商行政管理体制力度持续加大，客观上要求工商职能转型升级。作为省级垂直管理部门，从层级管理角度分析，工商职能转型升级的最终落脚点在基层、在工商所，工商职能转型升级的根本就是队伍的转型升级。 西方政府管理创新及企业管理组织的实践证明，绩效管理作为对提高组织整体绩效、提高队伍执行力具有重要作用。然而，当前我国对政府及公共部门的绩效管理理论和实践探索仍处于导入初期，系统性地实施绩效管理的成功案例并不多。江门市工商局新会分局以绩效管理理论为基础，经过4年时间进行探索实践，实现以目标管理法为主的绩效管理。本文以江门市工商局新会分局为研究主体，通过对其绩效管理的背景研究、流程设计及应用效果分析，重点研究目标绩效管理法在基层工商系统绩效管理的适用性，并对进一步优化和推广应用提出建议对策，从而为基层工商系统推行绩效管理提供相对全面、客观的案例数据，为政府公共部门实施绩效管理提供参考依据。 Administration for industry and commerce is an important department for government toexercise market supervision function. In recent years, as social publics increasingly improve thedemands for work efficiency and service quality of the government, the strength of theAdministration for Industry and Commerce system has enhanced continually, and it generallyrequires the industrial and commerce’s function transform and upgrade. As the ProvincialVertical Management Department, analyzed from the perspective of hierarchy management, thetransformation and upgrading of the industrial and commerce establish the final foot-holding inbasic level and also the department of industrial and commercial. What’s more, the root of thetransformation of the industrial and commerce lies in the upgrading of the groups or teams. It is proved by western governmental management innovation and business managementorganization, that performance management behavior plays an essential role in improvingorganization’s whole performance and group’s executive force. However, our country has stillbeen in early in-gressing stage in the performance management theory and practical explorationof government and public apartments, and there are only a few cases succeed in implementingperformance management systematically. Jiangmen Municipal Bureau of Commerce andIndustry Branch of Xinhui, which based on performance management theoretical knowledge,has implement the performance management that put on MBO for four years. This paperregards the Jiangmen Municipal Bureau of Commerce and Industry Branch of Xinhui asresearch main body. Through the analysis of its performance management’s backgroundresearch, process design and application effect, it lays emphasis on studying the feasibility ofMBO in basic level industrial and commerce systematical performance management, and offersproposals towards further optimizing and promoting application, thus provides relativelycomprehensive and objective cases or data for basic level industrial and commerce system tocarry out performance management, and provide reference for governmental public apartmentto implement this effective management, as well.
