摘　　要： 我国一直高度重视社会管理，通过近半个世纪的探索和实践，逐步形成了适合自己国情的社会管理制度和格局。但，随着我国经济社会的飞速发展，各种各样的社会矛盾日益凸显。为了维护社会稳定、确保社会和谐、促进人民安居乐业，推动党和国家的事业健康稳定发展，国家加强社会管理迫在眉睫。这样的新形势和新背景，为共青团服务青少年方面带来了新的挑战，同时也为共青团工作提供了更广阔的空间。 共青团组织要接受新挑战，就必须积极探索新时期共青团工作思路、创新工作方式。近年来，共青团组织因其职能关系，已逐渐参与到社会管理工作中，并发挥了积极作用。但共青团组织在参与社会管理的实践中还存在着角色定位、参与途径和方式、队伍能力建设、服务内容提升等方面模糊不清的问题，因此，本文研究共青团组织参与社会管理，通过案例分析，提出一些建设性意见，希望可以启发共青团组织联系实际，用新理论应对新问题，为共青团组织更好地参与社会管理提供有益的帮助。 本文共安排6章：第1章绪论。主要指出本文的选题背景、研究现状、主要研究内容以及创新点。同时对一些重要概念进行界定。呈现出社会管理和共青团各自的国内外研究现状。第2章共青团组织参与社会管理的现状与条件分析。主要分析在目前国情下，共青团参与社会管理的的优、劣势。第3章典型案例——开平市共青团参与社会管理的分析。从开平市共青团工作的实际出发，分析目前工作存在的不足和问题，找出突破口。第4章国外非政府组织参与社会管理的经验借鉴。主要研究找出非政府组织与共青团组织的关联，从而对国外非政府组织参与社会管理的优秀经验进行借鉴。第5章共青团组织参与社会管理的对策和建议。主要从共青团基本职能和工作规律入手，以目前共青团组织参与社会管理存在的问题为切入点，研究共青团组织更好参与社会管理的策略。第6章结尾进行总结，同时提出今后研究的努力方向。 China always attaches great importance to social management. Through half a century ofexploration and practice, the national social management system and pattern have graduallyformed. But, with China's rapid economic and social development, various socialcontradictions become increasingly prominent. In order to maintain social stability, to ensuresocial harmony, promote people to live and work in peace, it is immenent to improve the workof the Party and the government to develop healthily and to strengthen social management.The new situation and the new background has brought a new challenge to the CommunistYouth League in services for adolescents. In the meantime, it also provides a broader space forthe work of the Youth League. To accept new challenges, the Youth League organizations must positively explore newtrains of thought, innovative ways in the new era. In recent years, the Youth Leagueorganizations have been gradually engaged in social management, and play a positive role. Butin practice some obscure problems come into being, such as the ways and means ofconstruction of team capacity, and service contents. Therefore, this paper tries to probe intosocial management of the Youth League organizations, through case analysis, puts forwardsome constructive suggestions, hoping to inspire the Youth League organizations to combinetheory with practice, to deal with new problems, and participate in social management in abetter way. This paper consists of6chapters: Chapter1is the introduction. It mainly points out thebackground, research status, the main research content and innovation points as well as someimportant concepts. At the same time, it presents the current status of research in socialmanagement both at home and abroad. Chapter2analyzes the present situation of the YouthLeague organizations in social management. The main points are: the present situations, theadvantages and disadvantages of the Youth League participating in social management.Chapter3is a case study with Kaiping City Committee of Youth League participating in socialmanagement analysis as a typical case. From the reality, the paper analyzes the presentworking deficiencies and problems, so as to find a breakthrough. Chapter4draws on theexperiences of the foreign NGOs participation in social management, related with the work ofnon-government organizations and Youth League Associations. Chapter5puts up with somecountermeasures and suggestions for the Youth League organizations in social management,starting mainly from the basic functions and working principles of the Youth League in socialmanagement, to explore new strategies for the Youth League to participate in social management in a better way. Chapter6summarizes the whole study, and puts forward futurestudy directions.
