摘　　要： 在当前竞争日趋激烈、用户需求个性化的市场环境下，为了能够更好的提升企业核心竞争力，如何能合理地建立供应商评价和选择的指标体系，从而科学地评价和选择符合企业发展需要的供应商，成为企业面临的主要问题。 本文通过分析中国联合网络通信有限公司广东省分公司（以下简称“广东联通”）目前ICT项目供应商选择的现状及存在的问题，运用供应商评价与选择的相关理论，并结合电信行业竞争环境和广东联通ICT项目供应商的特点，建立了一套适用于广东联通ICT项目供应商评价的指标体系。本体系由供应商的产品与服务评价、供应商的自身情况评价和供应商的合作能力评价三个方面搭建而成，同时建立了一种基于层次分析法和加权算术平均法相结合的综合评价模型。本文在实例分析部分运用所建立的ICT项目供应商评价指标体系以及综合评价模型，对汕头市行政审批和公共服务综合信息系统集成项目供应商评价进行实证分析和研究，从而从一定程度上验证了所构建的评价指标体系及综合评价模型的可用性和有效性。 Increasingly competitive and customers demand for individualized in the current marketenvironment, in order to better enhance the core competitiveness of enterprises, it is a mainproblem for the enterprise that how can reasonably establish the index system for evaluationand selection of suppliers and scientific evaluation and selection of suppliers meet the needsof enterprise development. In this dissertation, through analyzing the current situation and the existent problem ofthe current ICT project supplier selection of China United Network Communications Co., Ltd.Guangdong Branch（hereinafter referred to as 'the Guangdong Unicom'）, utilizing relevanttheories of supplier evaluation and selection and combining the competitive environment ofthe telecommunications industry and the property of Guangdong Unicom ICT projectsuppliers to establish a set of index system suitable for the evaluation of the GuangdongUnicom ICT projects suppliers. The system made by three structures that suppliers ofproducts and services evaluation, the evaluation of suppliers own situation and thecooperation ability evaluation of suppliers, at the same time to establish a comprehensiveevaluation model based on the combination of analytic hierarchy process and the weightedarithmetic average method. Paper case analysis part created by the use of the establishedevaluation index system of ICT projects supplier and comprehensive evaluation model,empirical analysis of Shantou Administrative Approval and Public Service InformationSystem Integration Project supplier evaluation and research, which verify certain extentconstructed the availability and effectiveness of the evaluation index system and thecomprehensive evaluation model.
