摘　　要： 随着可持续发展理念的传播，节能已成为当今社会经济发展中一项既影响当前又影响长远的任务。“十一五”期间，江门市单位GDP能耗由2005年的0.88吨标准煤//万元下降到2010年的0.715吨标准煤//万元，下降率18/%，圆满完成了广东省对江门市节能目标的考核。随着江门市工业化进程加快和消费结构持续升级，能源需求呈刚性增长，资源环境约束日趋强化，“十二五”时期节能形势更加严峻。为了能在“十一五”节能成绩的基础之上，使全市“十二五”节能工作更进一步，推动江门市进入到一个节能、高效的发展氛围，使节能政策更好更全面的发挥效用，成为“十二五”期间节能工作的首要任务。 本文采用文献综述法、比较分析法和访谈法，结合江门市的节能目标以及到2010年的完成情况，科学分析江门市节能政策的落实情况。通过已经完成的节能数据和节能效果分析，尤其是高耗能行业的能源消耗情况、各县级市和行政区节能工作的现状和特点，分析政策实施的成效，发现节能政策在实施过程中产生的偏差和缺陷，探讨节能政策实施中存在问题的原因，为市政府做好“十二五”节能工作，制定相应的产业政策和节能政策提供对策建议。本文正是以此为主线展开研究的。 本文分析了江门市的能源资源利用现状存在能源消耗总量大、能源需求持续增长、能源利用效率低、能源消费结构不协调等现象。结合节能工作的综合性、多样性、区域性和系统性等特性，提出了江门市节能政策实施中变形失真、职能管理部门管理工作不顺畅、节能专项资金后期跟进工作薄弱、能耗数据统计方法存在漏洞、技术服务单位发展缓慢等政策实施过程中出现的具体问题，提出了完善江门市节能政策实施的对策建议。一是完善节能工作机制，奖罚并重、完善考核、加强协调、健全服务、提高创新；二是强化节能监管。尽快建立节能监测体系，充实监管队伍；三是科学合理设置节能目标；四是通过行业协会引导和规范企业自主节能；五是多策并举推动节能。 Along with the concept of sustainable development of communications，energy saving hasbecome a global economic and social development in a effect of current and long-termtask.“11th Five-Year Plan”period, Jiangmen city, the unit GDP energy consumption by0.88tons of standard coal//million in2005，dropped to0.715tons of standard coal//million in2010,decreased rate of18/%, the successful completion of the Guangdong Province on the river 'smarketing energy-saving target assessment. With Jiangmen to speed up the process ofindustrialization and consumptive structure to upgrade continuously, the energy demand showsrigid growth, the restriction of resource and environment increasingly aggrandizement,“12thFive-Year Plan”period of energy-saving situation is more grim. In order to be in the“11thFive-Year Plan” energy saving achievement foundation, make whole town“11th Five-YearPlan”energy-saving job further, drive Jiangmen city into an energy-saving, efficientdevelopment atmosphere, make energy-saving policy better and more comprehensive work,become the“12th Five-Year Plan”energy-saving work most important task. This paper will use the method of literature review, comparative analysis and interviewmethod, combined with the Jiangmen city conservation tasks as well as to2010in finished state,scientific analysis of Jiangmen energy saving policy fulfil a circumstance. Has completed thedata field of industry and analysis of energy saving effect, especially the highenergy-consuming industry, energy consumption，the county-level city and administrativedistrict of energy-saving work of the present situation and characteristics, analysis of policyimplementing effect，discover energy-saving policies in the implementation process of thedeviations and deficiencies, explore energy-saving policy problems in the implementation ofCity Hall, as well “12th Five-Year Plan” energy-saving work, make corresponding industrialpolicy and policy for energy saving to offer countermeasure proposal. This paper is to study itas the main line. This paper analyzes the Jiangmen city energy resources utilization status quo of totalenergy consumption, energy demand continues to increase, low efficiency of energy use, energyconsumption structure not harmonious phenomenon. Combined energy-saving work of theomnibus, diversity, regional and systemic characteristics, put forward Jiangmen city policydistortion, functions of management management is not smooth, the energy-saving specialfunds late follow-up work is weak, energy consumption statistics method loopholes, the slowdevelopment of energy-saving technology services unit the implementation of specific issues arising in the course. Put forward to perfect the countermeasure proposal of Jiangmen energyconservation policy. One is to improve the energy saving mechanism of rewards andpunishments, pay equal attention to,improve the appraisal,strengthen coordination,improvesevice,imcrease innovation; two is to strengthen the energy conservation supervision. Establishenergy conservation monitoring system,improve the monitoring team; three is to set up ascientific and rational energy saving target;four through trade associationgs to guide andstandardize the enterprise independent energy saving;five is take measures to promote energyconservation.
