摘　　要： 近年来地理空间信息技术的发展与应用不断深入，数字城市建设已成为当前城市信息化的主要内容。我国经济社会的不断发展和进步，特别是改革开放以来，己取得了巨大的成就，但同时也面临新的机遇和挑战。如何提升城市信息化水平，不断促进政府综合管理效率和满足企事业单位发展的迫切需求已成为当务之急。数字城市建设是信息化建设重要组成部分和表现形式，而以基础地理信息数据为核心的地理空间框架建设是数字城市建设的实质。 国家测绘地理信息局于2006年启动了“数字城市地理空间框架建设示范工程”项目，至今先后有近百个城市完成和启动了该工程项目建设，并要求2015年底全面完成建设。本文以此为背景，以数字喀什地理空间框架项目建设为例，就数字城市地理空间框架的建设与应用及其总体项目设计为内容展开研究。其主要研究内容有:分析项目建设背景、目标及关键技术；根据建设区域基础数据情况及相关规范要求进行基础地理数据整理，建设基础地理信息数据库和数据库管理系统；地理信息公共服务平台建设，研究设计喀什市地理信息公共服务平台总体架构、功能结构等等；探讨基于地理空间框架的应用示范建设模式，结合具体的应用行业领域进行应用示范项目建设。 本文作为应用型项目研究，探讨了数据城市地理空间框架项目建设的过程和建设成果应用。结合具体建设实践证明整个建设路线可行，项目建设及应用成果达到了预期设计要求。 In recent years, the development and application of geospatial information technologydeepening, the construction of digital cities have become the main content of the current cityinformation. China's economic and social development and progress constantly, especiallysince the reform and opening up has made great achievements, while facing new opportunitiesand challenges. How to improve the city information, and continue to promote the integratedmanagement efficiency and to meet the urgent need for the development of enterprises andinstitutions. Digital city construction is an important part of information construction andmanifestations, while the core geospatial framework for the construction of basic geographicinformation data is the essence of the digital city construction. National Mapping Geographic Information Bureau 'digital city geospatial framework forbuilding demonstration project' project was launched in2006, and so far there have beennearly100cities to complete and start the construction of the project, and requested the fullcompletion of construction by the end of2015. This paper as a background on digital urbangeospatial framework construction and application of the overall project is designed toconduct research and example to digital Kashi geospatial framework construction projects.The main contents are: First, analysis of the background and objectives of the projectconstruction; using ETL technology thought building a regional basis data, geospatialframework data collation, the construction of basic geographic information database and acommon geographic framework for database; Third, geographic information public serviceplatform construction, research design Kashi City geographic information public serviceplatform overall architecture, functional structure, etc.; explore geospatial framework-basedapplication and demonstration of construction mode application demonstration projects,combined with the specific application sectors. This article as applied research projects to explore the application of the results of the dataurban geospatial framework project construction process and construction. Combined with theconcrete practice of building to prove that the entire building viable route, projectconstruction and application of the results to the expected design requirements.
