摘　　要： 党的十六大明确指出“农村富余劳动力向非农产业和城镇转移,是工业化和现代化的必然趋势”。要富裕农民,必须减少农民。这是中国这个农业人口占绝对多数的国情决定的,也是世界发达国家发展经验证明了的。农村富余劳动力转移对增加农民收入,加快城镇化进程,全面建设小康社会,具有极其重要的战略意义。 我国农村剩余劳动力问题由来已久,并且随着国内外经济形势的变化时缓时激,多年来,虽然许多专家学者围绕农村剩余劳动力转移问题进行了大量的研究,实践中各级政府采取了各种措施,但是,农村剩余劳动力问题并没有解决,仍然是制约我国经济社会发展的一个重要问题。所以,在新形势和新的社会背景下,以科学发展观为指导,探讨农村剩余劳动力转移的新模式和新途径,探讨建立农村剩余劳动力转移的长效机制,仍然具有十分重要的意义。 本文分析了我国农村剩余劳动力问题产生的原因,研究了我国农村剩余劳动力的现状及可能的发展趋势,论述了农村剩余劳动力转移问题对于落实科学发展观、社会主义新农村建设和构建社会主义和谐社会的重要意义,分析了农村剩余劳动力转移的制约因素,提出了农村剩余劳动力转移的的模式和对策。 论文共分五章,第一章绪论,主要阐释本文选题的背景、意义、研究方法；第二章我国农村剩余劳动力问题的由来及状况,主要阐述农村剩余劳动力问题的由来、现状、发展趋势和解决好农村剩余劳动力问题的重要意义；第三章农村剩余劳动力转移的制约因素,主要分析制约农村剩余劳动力转移的主客观因素；第四章农村剩余劳动力转移的模式及对策；第五章结论。 Party National Congress explicitly stated that 'the surplus rural labor to non-agricultural industries and cities and towns, is the inevitable trend of industrialization and modernization.' To wealthy farmers, farmers must be reduced. This is the absolute majority of the agricultural population accounts for the national conditions, the development experience of developed countries in the world proven. Transfer of rural surplus labor to increase the income of peasants, to speed up the process of urbanization, building a moderately prosperous society of great strategic importance. A long standing problem of rural surplus labor, and with domestic and international economic situation changes when the shock slowly over the years, although many experts and scholars around rural surplus labor transfer to a lot of research, but because of the problem of rural surplus labor and not resolved, still restricting China's economic and social development a key issue. Therefore, in the new situation and social background to the guidance of scientific concept of development, transfer of rural surplus labor force of new models and new ways to explore the establishment of rural surplus labor in the long-term mechanism, is still of great significance. This paper analyzes the problem of rural surplus labor generated reasons, study of rural surplus labor force of China's present situation and possible development trends, discusses the transfer of rural surplus labor force for implementing the scientific concept of development, building of new socialist countryside and harmonious society importance of the rural surplus labor constraints, proposed the transfer of rural surplus labor models and measures.
