摘　　要： 随着经济的快速发展，我国进入社会转型时期，各种突发公共事件频繁发生。在信息社会，突发公共事件的传播速度更快，范围更广，影响力也更大，其传播具有全球化趋势。如何及时、客观、公正地报道突发公共事件，不仅关系到突发公共事件的应对，关系到社会稳定和人心安定，还关系到媒体公信力，甚至关系到党和政府的威信，以及国家形象。 由于我国新闻传播机制不完善，目前我国媒体对突发公共事件的报道仍受到多种时代局限性的限制。研究当前突发公共事件新闻报道的特点，探讨关于突发公共事件报道的思想观念、法制建设和业务水平如何提高，以充分发挥新闻媒介在应对突发公共事件中的功能和作用，把握新闻传播和舆论引导的主动权，形成一套科学有效的报道机制，非常具有现实意义。 本文共分四章。第一章阐述本文研究的问题和意义，归纳目前的研究成果，并对主要研究对象作概念界定。第二章回顾我国建国以来各个时期的新闻传播环境，结合历史时代背景理清我国突发公共事件报道的特点，并阐述这些特点形成的原因。第三章研究我国既有突发公共事件新闻报道机制的时代局限性，主要从观念、法制和业务三个层面结合新的传播环境进行具体分析。第四章针对如何健全突发公共事件的新闻报道机制的问题提出相关对策。 With the rapid economic development, our country has entered into a social transformationperiod, different kinds of incidents happen frequently in our society. In this information age, allkinds of information spread with high-speed, and the dissemination and effect is more widelythan in the old times. The communication trend has globalization feature. How to timely,objectively and fairly report an incident? This is not only related to how to do with the incident,but also related to social stability and the credibility of the media, even related to the prestige ofthe party and the government, as well as the image of the country. Because of our country journalism and communication mechanisms’ inadequate, there aremany limitations exist in our reports of incidents. Research current characteristics of incidentsreported mechanism; probe the ideas of incidents reported; discuss how to improve the buildingof the legal system and the level of incidents reported; points the function and role of the mediain response to incidents and form news and public opinion to guide the initiative. All thoseresearch has very practical significance. The paper is divided into three chapters. The first chapter reviews our country’senvironment of journalism in different historical period. This chapter combined with thehistorical background of the times to sort out the characteristics of our country incident reports,and elaborate the reason. The second chapter researches the limitations of the times of incidentsreports from three angles. The third chapter aims to how to perfect the incident reportsmechanism to give some recommendations.
