摘　　要： 农业、农村和农民问题一直是党和国家最为关心的核心问题。近几年来，“三农”问题日益严重，越来越引起我国政府的高度重视。2011年11月，《中华人民共和国国民经济和社会发展第十二个五年规划纲要》又明确提出强农惠农，加快社会主义新农村建设。在工业化、城镇化深入发展中同步推进农业现代化，完善以工促农、以城带乡的长效机制，加大强农惠农力度，提高农业的现代化水平和农民的生活水平，实现农业经济社会一体化发展。而要实现农业经济社会一体化发展，最重要的就是要健全和发展农村地区的社会化服务体系。因此，确保农村公共产品的科学、有效供给就显得尤为重要。 笔者通过对河南省农村公共产品供给情况的实证分析，在治理理论的基础上，借助农村公共产品理论和已有研究成果，对农村公共产品基础设施及教育、文化、医疗、社保等方面现状进行了系统的研究，发现农村公共产品供给存在着诸如供给总量不足、供给与需求错位、地域性差别突出、供给主体单一等问题。究其原因，主要为政策、制度、资金投入、供给体制、地方政府公共治理能力以及农村公共产品供给监督机制等多种因素所致。对此，必须坚持以人为本、执政为民，实事求是，因地制宜，在科学发展观和治理理论指导下，努力探寻农村公共产品科学供给的有效路径：拓宽融资渠道，增加财政投入；明确政府责任，探索多元供给；建立健全制度，强化供给管理；坚持市场导向，确保依法供给。同时，借鉴美国、日本、韩国等国外农村公共产品供给的成功经验，以使我国农村公共产品供给迈上新的台阶。 Agriculture, rural areas and farmers has been the most central concern of the partyand state. In recent years, the 'rural' is a growing problem, increasingly caused by theChinese government attaches great importance. In November2011, the People's Republicof China national economic and social development in the12th Five-Year Plan 'clearlybenefiting the agriculture, accelerate the construction of a new socialist countryside.Synchronized in-depth development of industrialization and urbanization of agriculturalmodernization, and improve the industry promoting agriculture and urban rural long-termmechanism, increase benefiting the agriculture efforts to improve the level ofmodernization of agriculture and farmers' standard of living, to achieve the agriculturaleconomy development of social integration. In order to achieve the development ofagricultural economic and social integration, the most important thing is to sound and thedevelopment of rural areas, social service system. Therefore, to ensure that the science ofpublic goods in rural areas, the effective supply is particularly important. Through Empirical Analysis of Rural supply of public goods, on the basis of the controltheory, with the help of rural public goods theory and existing research, infrastructure andeducation, culture, health care, social security and other aspects of the status quo of ruralpublic goods a systematic study and found that the supply of public goods in rural areassuch as the total supply, the dislocation of supply and demand, prominent regionaldifferences, a single supply main. The reason is mainly due to policies, systems, capitalinvestment, the supply system, public governance capacity of local government and ruralpublic goods supply supervision mechanisms and other factors.
