摘　　要： 户籍制度是一项涉及我国公民生活各个方面的一项重要的制度。现行的户籍制度是在计划经济时期产生的，带有浓重的时代特点。户籍制度对人口的自由流动进行了诸多限制，将各项权利和福利按照户口类别进行划分，强化了城乡二元的矛盾。近年来，随着我国社会经济的持续发展，现行的户籍制度内容越来越无法适应新时代的发展要求，与城乡统筹发展、构建和谐社会的政治大环境格格不入。因此，改革户籍制度的呼声越来越高涨。 本文从我国户籍制度的现状分析入手，从发展阶段、过程的探讨中找出我国户籍制度存在的问题。从时间维度角度归纳我国户改的三种模式，以及从空间维度，选取我国户籍制度改革典型试点地区（中山、郑州、重庆、成都），对其改革模式进行归纳、比较。成都市户籍制度改革是迄今最彻底的一次改革，因此本文重点分析成都户籍制度改革的模式，从其改革背景、过程、成果、难点等方面进行系统分析，从而获得成都户改的有益经验和启示，在结合各种模式的优缺点分析和成都户改的相关启示，本文提出我国户籍制度改革的建议。一是完善户籍立法，以法律形式规定户籍制度的功能、内容、保障城乡居民身份的平等和自由迁徙的权利；二是加大政府的财政投入力度，加快农村基础设施和公共服务建设，推进城乡统筹发展；三是，完善土地流转制度，处理好农民转户与土地的问题。 本文研究的具体内容主要包括以下几方面： 第一章是导论。主要阐述选题背景及研究意义、国内外对户籍制度的相关研究综述、本文的研究思路与方法及可能创新之处。 第二章是户籍制度相关概念及理论基础。主要对户籍制度的概念进行界定，对我国户籍制度的特征进行归纳。阐述了我国现行户籍制度的 Household registration system is one of the most important systems that involved in many aspects of our citizens. The existing household registration system came into being in the planned economy period, so it has some typical characteristics of that period. The household registration system restricts the free flow of the population and divides the rights as well as welfare according to the type of household. It strengthen the contradiction between urban and rural. Recent years, with the constant development of economy, the existing household registration system is unable to adapt to the new era, and it can not meet the needs of building harmonious society. Therefore, the demands of reforming household registration system is more and more strong. This paper firstly analyzes the current situation of China's household registration system and finds out the problems from the process and concrete stages. Secondly, inducts three modes from the perspective of time dimension, meanwhile, selects some typical areas, such as Zhongshan, Zhengzhou, Chongqing, Chengdu, to induct their reform modes. The household registration system of Chengdu is the most redical mode by far. So the paper focus on the mode, and analyses it from reform background, process, achivements and difficulties, at last aquires some useful experience and enlightenment. Combaining the constraction of the modes and the enlightenment of Chengdu, the paper presents the proposes of China's household registration system reform. First, improve the household registration legislation, apply the legal form to ensure the household registration system's functions and the equality of urban and rural citizens. Second, increase the government's financial investment, accelerates the construting of public service. The third, improve the land transfer system, deal with the problems of peasants and land.
