摘　　要： 当前,国内城市发展速度越来越快,城市人口的增多给交通带来的压力日益增强,出行困难已成为市民正常生活与工作的突出问题,同时也制约着城市经济的快速发展。城市地铁具有便捷、快速、准时、大容量、受外界因素影响小等优点,因此,在大中城市发展地铁是解决交通压力的有效手段。但是,城市地铁在建设和运营过程中也伴随着多种风险,极易发生不可预知的突发事件,从而影响到城市的社会稳定和公众的生命财产安全。近几年国内外大城市地铁发生的突发事件给我们带来了深刻的启示和教训。 在此背景下,为了更好地对地铁突发事件进行应急管理,本文基于城市公共管理的视角,借助风险社会理论、危机管理理论和协同治理理论对广州地铁突发事件应急管理的专题研究。通过理论探讨、实际调查和综合实践,对广州地铁突发事件应急管理现状进行了分析,结合广州地铁曾经发生的突发事件认真反思,研究总结了广州地铁突发事件应急处置中的缺陷及原因。同时广泛吸取国外/(美国纽约、英国伦敦、日本东京和新加坡/)地铁突发事件应急管理的经验,充分利用现有资料和其他领域研究成果,分析了地铁作为地下交通设施的特殊性、复杂性和重要性,形成了适合广州地铁突发事件应急管理的思路,最后提出了完善广州地铁突发事件应急管理的对策。本文认为可以从构建健全的应急管理组织体制、完善应急管理运行机制和优化应急管理保障措施这几个关键环节来全面提升广州地铁应急管理的能力。当然,这些结论也可以为我国其他城市应对地铁突发事件提供参考。 With the growing pressure on urban traffic, driving hard or riding hard, not only becomes a prominent issue for the people working and living, but also restricts the development of the urban economy. The metro will be the most effective tool to solve urban traffic congestion in large and medium-sized city because of the advantage of convenient speed, high capacity, security, punctuality and low impact by the environment, etc. However, the city metro in construction and operation of the process is also accompanied by a variety of risks, prone to unpredictable events, which affects the city's social stability and public life and property safety. In recent years big city metro incident at home and abroad brought us a profound enlightenment lessons. In this context, based on the city public management perspective, with the aid of risk society theory, crisis management theory and synergetic management theory, this paper discuses monographic study of the Guangzhou Metro emergency management, in order to better to unforeseen events for emergency management. Through the theories research, investigation and comprehensive practice, it focuses on the analysis of the Guangzhou Metro emergency management situation, and through case studies, metro accident happened through careful reflection, see the main problems and reasons of the Guangzhou Metro emergency management. And widely absorbs the foreign experiences /(New York, London, Tokyo and Singapore/) and make full use of the material and other field research to analyze the particular, complex, and important metro as underground traffic facilities, while to establish suitable management approach for Guangzhou Metro emergency and puts forward the corresponding metro emergency management. Last, it is to improve the Guangzhou Metro emergency management measures. Then we can sound emergency management organization system, strengthen the emergency management talent team construction and improve the emergency management mechanism to improve the Guangzhou Metro emergency management system from those aspects. As well as guiding role from the construction of the metro emergency management capacity of China's other large cities.
