摘　　要： 上世纪中期以来，台湾经济迅速崛起，产业形态由劳动密集型转向技术密集型，这一转变辐射到教育领域则表现为对各级人才需求量的增加。台湾高等教育的扩充带动了学费的高涨，贫困学生人数也随之激增，教育公平问题日渐凸显。基于此，台湾自1976年实施《高中以上学校学生助学贷款办法》，旨在保障学生不会因缴不起学费而读不起大学，此办法自实施以来在保障低收入家庭学生顺利入学方面起到了良好的效果。台湾就学贷款办法自颁布后历经修改且日臻成熟，系统全面地分析台湾就学贷款制度实施的现状与存在的问题，对于促进大陆地区国家助学贷款政策的完善与发展具有非常重要的意义。 本研究采用文献分析的方法阐述了台湾就学贷款制度的缘起背景与演变脉络，同时也说明了该就学贷款办法在实施中存在的问题。在此基础之上，根据对台湾就学贷款制度的梳理，比较得出了大陆地区国家助学贷款在实际运用中的问题，在参考台湾就学贷款办法的情况下，总结得出了贷款前严格审查学生的申贷资格、贷后充分利用学生个人征信平台、扩大贷款项目与范围以及尝试使用更为公平的计息方式等启示与建议，希以此体现本研究的价值所在。 Since the middle of the last century,the economy of Taiwan rised rapidly，and theindustry form changed from labor-intensive to technology intensive,at the same time,theeducation field reacted on all kinds of talent demand increased. The tution was driven togrown up as the expanding of Taiwan higher education,and the amount of poor studentsincreased rapidly,and then the education unfair problems became obvious day byday.Therefore,Taiwan has implemented 'The High School above Learn LoanMeasures'since1976to ensure the poor students enter higher educational institutionssuccessfully, and the result proved that they have gained their target.The Taiwan LearnLoan System has been changed many times since it was issued,and it becomes matureincreasingly.Analysing the status of Taiwan Learn Loan System is meaningful forMainland's Learn Loan development. The research use literature analysis methods to state Taiwan Learn Loan Syatem'sorigin background and evolution, at the same time,the problems are also stated.On thisbasis,the Mainland Learn Loan System's problems are gained according to thecomparision with Taiwan Learn Loan System.And then, we come to a advisoryconclusion that the Mainland Learn Loan Meathod should examine students's applyingqualification before borrowing from the bank,make good use of the College Students'Personal Credit System after applying,expanding the loan items and try a more fairmethod of calculating interest.
