摘　　要： 改革开放30年来，中国的高等教育取得了巨大的发展，随着我国高等教育体制的改革，高等学校开始对学费体制进行改革，实行收费上学，并积极举办民办高校，使其成为高等教育的重要组成部分，这对于弥补高等教育经费投入不足起到了巨大的作用。但与此同时，家庭经济困难学生上不起学的问题也日渐突出。这个问题如果不能很好的解决，会影响人力资本的顺利形成，对经济发展和社会稳定都会产生不利影响。因此，对家庭经济困难学生进行资助，保证其顺利完成大学学业是十分必要的。 国家助学贷款政策是国家利用金融手段深化高等教育体制改革，促进我国教育事业发展的重要举措，具有深远的意义和巨大的作用。我国自1999年实行国家助学贷款政策以来，至今已有14年，经过几次的改革，基本形成了比较成熟的运行体制。作为高等教育重要组成部分的民办高校，也相当重视国家助学贷款工作的开展，以广东培正学院为例，校方认真贯彻国家助学贷款工作的精神，在实践中落实到位，使国家助学贷款工作成为构建和谐校园的一项重要内容，也保证了家庭经济困难的学生得到了切实的帮助。但是，在取得成绩的同时，也要看到国家助学贷款这一政策在民办高校的实施过程中还存在着一些问题，还需要通过多方面的努力，来不断完善民办高校中的国家助学贷款工作。为此，本文通过对国家助学贷款的理论研究，进一步加深我们对民办高校学生的教育公平、人力资本形成、学生资助等理论的认识，弥补相关理论的不足。 30years of reform and opening up, Chinese higher education has madetremendous development, along with our country higher education systemreform, colleges and universities began to charge tuition system reform, school,and actively organized private college, make it become an important part ofhigher education, the higher education to make up for lack of funding to a greatrole. If thisproblem cannot be solved, will influence the smooth formation of humancapital, economic development and social stability will adversely affect.Therefore, the family financial difficulties students for funding, to ensure thesmooth completion of university studies is very necessary. The nationalstudent loan policy is a country the use of financial means to deepen thereform of higher education system, promote the development of education inour country an important measure, has a profound meaning and great role.Our country from1999implementation of national student loan policy, hasbeen14years, after several reforms, basically formed a relatively matureoperation system. As an important part of higher education in private colleges,but also considerable emphasis on national student loan exhibition, takingGuangdong Peizheng College as an example, earnestly implement thenational student loans work spirit, in practice fulfil new requirement, make thework of national student loans become compose to build harmonious campusis an important content, effectively solves the student of domestic economydifficulty the tuition. However, in obtain result while, also want to see this policyin private colleges there exist some problems, need much effort, to constantlyimprove the private colleges in national student loan. Therefore, based on thetheory of national student loans, can further deepen our understanding ofprivate college students education fairness, human capital formation, studentfinancial assistance and other theories, make up for the deficiency of thetheory of.
