摘　　要： 中国农民工已经悄然更新换代,“老一代”农民工随着年龄老化逐渐回到农村,“新生代”农民工适时登上了城镇化进程的历史舞台,且成为新产业工人阶层的重要部分。然而,新生代农民工的生存与发展状况不容乐观,在融入城镇与逆返城镇过程中,他们又面临着两难选择,新生代农民工在城镇化过程中将会产生可市民化与逆市民化两大群体。一方面,他们离农村渐行渐远,另一方面却又难以融入城市,且处于城市生活的边缘,成为“漂”的一族。新生代农民工即使在身份上融入城镇,但在身心上却难以融入城镇。农民工尤其是新生代农民工犯罪率正呈上升趋势,对城市公共安全造成了较为严重的威胁,成为城镇社会和谐发展的安全隐患。 基于此,本文以新生代农民工生存状况为切入点,通过第一手和第二手调查资料,运用城市公共安全理论、城市化理论与社会冲突理论的知识,分析新生代农民工生存状况的优劣与其城镇犯罪的关系,进而提出改善新生代农民生存与发展条件,维护城市公共安全的对策。 本文认为,新生代农民工生存状况之所以会对城市公共安全带来影响的根本原因在于他们的生存和发展权益受到了侵害。本文通过大量的调查发现,新生代农民工犯罪率居高不下的直接原因与其成长的环境、受教育程度、家庭生活背景、婚姻状况、就业情况等息息相关。而根源在于,新生代农民工就业择业时遭受制度歧视、劳动权益缺乏保障、社会福利难以体现。 为了研究样本具有代表性,本文单独选取在珠三角地区打工的农民工群体作研究为样本,深入广东省三大监狱集中研究新生代农民工越轨行为发生的原因,笔者在对新生代农民工犯罪原因的logistic回归分析中发现,新生代农民工因为家庭或婚姻不完整、文化程度普遍偏低、遭受歧视、社会保障不健全,由此导致新生代农民工走上犯罪道路,进而城市公共安全状况受到威胁,为此有必要改善新生代农民工生存状况,建构提升城市公共安全保障的新机制。 本文建议,政府应当建立和完善新生代农民工劳动发展权、经济发展权、教育发展权、社会发展权的保障体系,创新对新生代农民工的服务管理工作。针对新生代农民工的生存现状,从预防城市公共安全事件发生的角度出发,本文针对性的提出“一盘棋”、“大统筹”、“梯度累进”以及“教育支柱群”等创新管理模式,从而达到改善新生代农民工生存状况,降低城市犯罪事件,提升城市公共安全保障能力的目的。 Chinese migrant workers have been quietly upgrading, the 'older generation' of migrant workers gradually returned to the countryside with aging, the 'new generation' of migrant workers is timely boarded the stage of history of the urbanization process, and has become an important part of the new industrial working class. Based on this, the new generation of migrant workers living conditions as the starting point, through the primary and secondary survey data, the use of city public safety theory, the theory of urbanization and social conflict theoretical knowledge to analyze the pros and cons of the new generation of migrant workers living conditions and its urban crime, and then proposed to improve the generation of migrant workers into the urban environment, maintenance of city public safety countermeasures. This paper argues that the fundamental reason why the pros and cons of the new generation of migrant workers living conditions would be the city public safety impact because of their survival and development rights had been violated. Through a lot of investigation, I found that migrant workers in particular is a direct cause of the growth environment, high crime rates of the generation of migrant workers by level of education, family life, background, marital status, employment situation is closely related. To study sample is representative, we have chosen a group of migrant workers in the Pearl River Delta region for research samples, in-depth three prison in Guangdong Province focus on the deviant behavior of the new generation of migrant workers, this article in the generation of migrant workers criminal reasons found in the analysis of the generation of migrant workers because jobs are not fair, overall revenue is low, generally low education level, living environment is not ideal, social security is not perfect, which led to the generation of migrant workers to a life of crime, and then the city the situation of public security is threatened, this end it is necessary to improve the generation of migrant workers living conditions, to construct a new mechanism to improve urban public security. This article suggested that the government should establish and improve the city public safety emergency response mechanism, information control mechanisms, social support mechanisms, innovation and service management work on the new generation of migrant workers. The survival status of the new generation of migrant workers, starting from the preventive point of view of the city public safety incident, the author proposes a targeted proposed a game of chess ',' contract ',' gradient progressive 'education pillar group' Models of Innovation Management, so as to improve the generation of migrant workers living conditions, reduce urban crime, improve the city public security capabilities.
