摘　　要： 慈善事业在西方的发展如火如荼,而在现阶段的中国却面临着诸多问题和困难,特别是“郭美美事件”发生之后,“卢美美事件”、“河南宋基会投资房产事件”等一系列事件接踵而至,截止2011年7月份社会捐款额锐减一半,中国慈善事业的发展面临着前所未有的困境。慈善事业作为社会主义社会保障体系的组成部分之一,对推动社会进步和改善人民福祉的作用非常重大,因此必须要得到充分的发展。在这种背景之下,慈善事业如何扮演积极角色,如何得以迅猛发展,就成为社会普遍关注的问题了。 慈善事业关涉太多方面的因素,单单是依靠慈善组织的自身力量往往难以充分推动其发展进步。因此,有必要通过作为社会整体管理者的政府在其中履行相应的职能,充分促使慈善事业沿着建设社会主义和谐社会的目标方向不断向前推进。 本文主要分为五个部分进行阐述,第一部分是绪论,包括选题背景、国内外研究综述、理论基础、研究方法、可能的创新等；第二部分主要是对慈善事业进行了一个系统的概述,初步提出了慈善事业中的政府职能内涵,包括制定政策、进行立法、实施管理、进行监督等,并阐述了政府在慈善事业中发挥职能的积极意义；第三部分主要讲解了当前我国慈善事业发展过程中政府职能出现的问题；第四部分主要介绍美国、英国、日本、香港等其它国家和地区政府在慈善事业中的职能经验；第五部分则主要阐述了我国当前慈善事业中的政府职能转变,如进行适当的定位和扮演好正确的角色,并从纵向和横向两个维度对政府具体职能的转变进行了深度的探索和研究,提出了一些颇有现实意义的措施建议。 Charity cause in the Western is prettily developed, but in China, it faces many problems and difficulties currently, especially after the ' meimei/_guo incident', the development of China charity is facing unexpected difficulties. Charity cause as a part of social security system, the role of the government is very important; under the background, how the government plays an active role in charity, becomes more and more important Charity connects with many factors, just relying on charitable organizations is difficult to promote its development. Therefore, it is necessary for government to perform the duties in charity This paper is divided into five parts:the first part is the introduction; the second part mainly overviews the charity, and introduces the duties of the government; third part describes the problems which the government faces; The forth part focuses on the experiences in the United States, United Kingdom, Japan, Hong Kong; the fifth Part describes the measurements which the Chinese government should makes.
