城市边缘区商业空间渐进建设及规划研究

摘  要: 城市边缘区作为城市与乡村之间的过渡地带,随着城市空间在此城市边缘地带的扩散、填充并进而向外推移,其土地利用过程、城市建设布局与进程等,是城市空间发展中所必须重视并进行科学调控的重要对象;而商业空间作为城市空间构成中的一种重要功能空间,其在城市边缘区演化阶段的配置方式和进程,不仅反映了阶段性的商业服务的能力水平,而且对城市边缘区的有序发展起到重要的影响。城市边缘区商业空间与城市边缘区的协调发展,是值得进行积极和深入探索的问题。本文以广州市城市边缘区及其中的商业空间为实例研究对象,采用文献总结、实地调查、分析归纳、总结推演等研究方法,对边缘区空间演化对其中的商业空间的作用机理,边缘区商业空间演化的影响因素、演化过程、问题与成因等进行了深入分析,提出了优化边缘区商业空间建设过程的渐进建设模式和相应对策,并对渐进建设的规划编制和规划控制方法进行了探索。 本文研究的主要结论为: ①边缘区商业空间的发展是在人口、交通网络等因素共同作用下的结果。人口是商业空间发展的首要因素。在边缘区商业空间的演化过程中,它对商业空间的规模、结构和分布有着巨大的主导作用;人口是商业存在的决定性基础,边缘区商业空间的发展不能以完全以上层次的规划标准来实施,它的发展首先应该要培育本区域的消费,在现有的消费群的基础上才有更好地去提升边缘区商业空间的质量和效益。在建设过程中,它与商业空间是否动态匹配直接影响着商业空间的效益。 ②在边缘区的演化过程中,不同演化方式、演化周期和驱动力,对边缘区商业空间的组合类型、商业分布、商业结构以及商业规模有着不同的影响,形成相应的作用机理;在考虑边缘区商业空间的建设发展时,应对该作用机理进行恰当的把握和应对。 ③广州市边缘区商业空间建设的主要问题表现在商业类型体系不合理、边缘区的商业发展规模与人口规模不匹配和商业空间布局分散等方面,其主要成因为整体规划滞后、边缘用地混乱和建设时空不匹配等。其反映了边缘区商业空间建设与边缘区的人口聚集、城市空间填充、边缘区商业空间发等方面阶段性特征相匹配的重要性和必要性。 ④根据以上结论,提出了边缘区商业空间的渐进建设模式,即,在边缘区商业空间建设过程中,从整体利益出发,以可持续发展为基础,分阶段、分步骤、分片区逐步有序地完成,使边缘区商业空间成为不断发展、连续的整体,产生极强的延续性、再生性。同时提出,需要结合边缘区的既有商业条件,并结合特定区位边缘地带的空间演化特征,对边缘区商业空间的演化过程加以合理控制把握。 ⑤城市边缘区商业空间的渐进建设,可以通过城市总体规划、控制性详细规划及修建性详细规划等规划编制途径来实现,并通过有效的规划控制制度、有效的商业用地控制体系以及相应的规划实施评价办法来保障。其中,在规划编制中,总体规划阶段应充分结合近、中、远期城市发展战略以及具体方案的弹性与适应性;在控制性详细规划阶段,须结合上层次规划加强边缘区商业空间详细规划的修编,严控阶段性商业规模,兼顾严格控制下的发展弹性,合理控制土地使用强度,综合环境质量的控制;而在修建性详细规划阶段,则根据它自身的内在发展规律,顺应城市肌理,推进城市边缘区商业空间的发展。 Urban fringe, which acted as a kind of transitional zone, with spreading, paddingcity space, land using progress, city constructing plan and progress, is the object thatneeded to be paid much more attention and scientific control. Commercial space is animportant functional space in the city, whose urban fringe allocation and progress inthe evolution stage, not only reflects the ability of periodic commercial service, butalso has an important influence on orderly growth of urban fringe. It really worthsexploring coordinated development of commercial space and urban fringe area. Theessay have taken urban fringe area and its commercial space in Guangzhou forexample and adopted research methods like literature summary, field investigation,analytic induction, summarized inference and so on, to have a deep analysis onmechanism of action, evolutionary factors, process, problems and causes. Then we putforward a progressive construction mode and strategy of commercial constructionprogress and explore its planning and planning control method. This essay investigates following items: 1The development of commercial space in urban fringe area is the result ofits population and transport net. Population is the first element in commercialdevelopment. During the evolutionary progress, population acting the leading role indimension, construction and distribution; population is decisive foundation ofCommercial Presence, whose development isn't totally decided by high level planning, but its development should raise zone consumption. On the basic of current consumergroup, it can promote quality and benefit of fringe area. During construction, thedynamic matching or not between population and commercial space is directly affectthe profit. 2During evolutionary progress, different evolutionary ways, cycles anddriving force having different influence on combine type, commercial distribution anddimension and forming relative mechanism of action; when planning commercial spaceconstruction, we should take proper control on mechanism of action. 3The main problem of commercial space construction in the urban fringe ofGuangzhou area is the unreason of the Commercial type system, the mismatching ofthe commercial development scale and the population of the urban fringe and thedispersion of the layout of Commercial space, whose main course is that the overallplanning of the city is delay,the usage of land is chaos and the mismatching betweenthe times and the construction. It shows great importance and necessity of periodicmatching feature of its construction and population gathering, city space padding, andso on. 4According to the above conclusion, I put forwards progressive constructionmode of commercial space in the urban fringe. That means during the constructionprogress, we star from whole interest and on the basic of sustainable development tocomplete it orderly, staging, stepping, triangulating area, which makes commercialspace in fringe area keep on developing, sustainable whole and produces strongcontinuity and reproducibility. At the same time, we need to combine existingcommercial condition with evolutionary feature in given zone to take a proper control on it. 5The progressive construction of commercial space in the urban fringe, canbe realized through the whole planning of the city, control and constructive planningand be guaranteed by effective planning control system, commercial land controlsystem and relative planning evaluation method. Among the master planning stage, itshould be fully integrated with latest, middle, long-term strategy of the citydevelopment and flexibility and adaptability of the specific programs; During theregulatory detailed planning, to be combined with higher level planning, and thenstrengthened the detailed planning of the commercial space in the regulatory controlstage, strictly controls the commercial scale, to be reasonably control the land useintensity, to be integrated control the quality of the environment.
