摘　　要： “人的安全乃是至高无上的法律”,现代社会活动最重要的是安全,安全是社会秩序的基石,更是人类追求的一种理想的社会秩序,也体现我国以人为本的理念。随着经济的发展,人民生活水平日益提高,但随之而来的却是频发的食品安全事故,食品安全似乎离我们越来越遥远,如何解决频发的食品安全问题已成为迫在眉睫的问题。俗话说民以食为天,食以安为先,食品安全问题关系到人民的健康、经济的发展以及社会的稳定和谐,只有彻底解决食品安全问题,稳定才会有坚实的基础,社会才会更加和谐安定。 对全世界各国而言食品安全是个老大难的问题,无论是美国、欧盟等当今监管体制较为完善的国家,无不经历过食品安全事故,虽然各国在如何解决食品安全问题上下了很大功夫,但仍不能从根本上彻底解决食品安全问题。就我国的监管模式而言,存在监管部门多头监管、权责不清,各监管部门对自身有利争着管,无利的则互相推诿；食品安全监管的信息不透明。现行的监管模式重终端产品监管而轻全程性监管,轻视对食品安全的预防等问题严重影响了我国食品监管的有效性。 本文以我国目前的食品安全监管模式为出发点,以频发的食品安全事件为视角,通过与欧美一些发达国家食品安全监管模式的对比剖析我国目前食品安全监管模式的现状以及所存在的主要问题。最后,从立法和执法上为我国食品安全监管指明方向,对如何完善我国食品安全监管模式提出自己的意见和建议。 "Security is the supreme law", the most important activity of modern society is safe, and security is the cornerstone of social order. Mankind's pursuit of an ideal social order, Also reflects of China's people-oriented concept. With the development of economics, People's living standards are improving followed by frequent food safety accidents food security seems increasingly remote from us.and how to solve the frequent food safety accidents has become an urgent problem. Economic development and social stability and harmony, only completely solve the problem of food safety, stability will have a solid foundation for society to a more harmonious and stable. Countries around the world in terms of the persistent problem of food safety, whether the United States, the European Union, today's regulatory system more countries, all experienced food safety incidents. While countries in food safety issues up and down a lot of effort, but still can not fundamentally completely solve food safety problems. At present, China's food safety regulatory model and regulatory supervision of bulls, unclear responsibilities, food safety regulation of their own beneficial scrambling to control, non-profits are passing the buck; opaque. The existing regulatory model and light the whole regulatory weight to the supervision of the end product, do not attach importance to the prevention of food safety, and supervision of the lack of uniformity of laws, can the problem of interoperability is not high, backward technology, conflicting standards lax and legal existence of a serious impact on the efficiency of China's food safety regulation. Based on based on scientific theory, drawing on existing experience abroad, to build China's food safety regulatory model. China's current food safety regulatory model as a starting point, the perspective of the frequency of food safety incidents, by comparison with some European and American developed countries, food safety regulatory model analysis of the current status of food safety regulatory model and the main problems. Finally, legislation and law enforcement for China's food safety supervision and direction, to put forward their views and suggestions on how to improve our food safety regulatory model.
