摘　　要： 1997年亚洲金融危机以及2007年美国次贷危机使得东亚各国政府意识到,在东亚地区建立一个在金融危机时进行自救和合作的区域性货币合作组织,以保持东亚地区金融市场的稳定发展是当务之急。由于东亚各国经济发展水平参差不齐、国民经济产业结构各不相同,文化背景迥异以及历史遗留问题繁多,所以东亚地区货币合作要在借鉴其他地区国际货币合作经验的基础上,结合东亚各国的实际情况,寻找出一条适合东亚各国的地区货币合作模式。论文就是在这个经济背景下展开研究,最终形成了对东亚地区货币合作问题模式的初步探讨并提出一些有意义的对策建议。 论文首先介绍了本选题的研究背景以及货币合作的相关理论基础,包括货币合作、货币一体化的内涵与外延,然后将通过大量详细的实际数据深入分析东亚地区货币和合作带来的各种收益与风险,再利用OCA指数对东亚地区货币合作问题进行实证研究。论文通过深入分析目前现成的区域货币合作汇率协调方面三种常用模式,在此基础上采用了对比分析的角度,总结出了目前对东亚地区货币合作来说最具有可行性的路径。在对目前东亚货币合作的现状分析和前景展望的基础上,结合其他区域货币合作的国际实践经验,为我国在开放经济条件下积极参与东亚区域货币合作进程、充分发挥和利用人民币自身的影响力为东亚区域货币合作做出应有贡献提出了较为切实可行的对策建议。论文最后指出,基于运用OCA指数法对东亚国家进行的实证分析,可以看出东亚地区进行区域货币合作的整体成本还是比较小的。就具体措施来说,可以在经济结构相似度较高的次区域层次上率先实施钉住共同货币篮子汇率制度,同时与其他成员国积极进行汇率政策的沟通与协调,然后在条件成熟时扩展到区内所有成员都加入钉住共同货币篮子汇率制度,最终实现东亚货币一体化的终极目标,这样就可以有层次、有步骤的逐步推进东亚地区货币合作进程。 The Asian financial crisis in1997and in2007American subprime crisis has east Asian countries, the government realizes that is necessary in east Asia regional monetary cooperation organization to hold east Asia financial market and stable development. Due to the east Asian countries to economic development level is uneven, national economic industrial structure each are not identical, different cultural background and problems left over by history, so various monetary cooperation in east Asia in other regions for reference to international monetary cooperation based on the experience of east Asian countries, combined with the actual situation, find a suitable region of east Asian countries to monetary cooperation mode. In this paper is economic background launched research, finally formed to east Asian currency cooperation problem model of preliminary discussion and puts forward some meaningful countermeasures and Suggestions. It firstly introduces this topic research background and monetary cooperation related theory basis, including monetary cooperation, monetary integration the connotation and denotation, then put through a large number of detailed actual data analysis east Asia currencies and cooperation with all kinds of benefits and risks, reuse OCA index to east Asian currency cooperation problem for empirical research. Through in-depth analysis of the present paper ready-made regional monetary cooperation exchange rate harmony theses three mode, based on the contrastive analysis of using Angle, summarized current monetary cooperation in east Asia region is the most feasible path. For the current monetary cooperation in east Asia in the analysis of the status and prospect of basis, combining with other regional monetary cooperation of international practice experience, for our country in open economy condition actively participate in east Asia regional monetary cooperation processes, sufficient play and utilization of RMB its influence for east Asian regional monetary cooperation to make due contributions proposes feasible countermeasures and Suggestions. Paper is pointed out that the OCA index method based on the application of east Asian countries, the empirical analysis, it can be seen that the east Asia regional monetary cooperation of the overall cost or smaller. Specific measures for, can be in economic structure similarity higher sub-regional level is the first one to implement a common currency basket currency peg with other systems, but members actively exchange rate policy of communication and coordination, and then in the conditions are ripe for the extended to all members to join area pin a common currency basket of exchange rate system, and finally achieve the ultimate goal of east Asian currencies integration, so that they could have a hierarchical and step-by-step gradually advance east Asia region monetary cooperation process.
