摘 要: 安全生产是电力企业永恒的主题,安全工器具的管理是电力企业日常生产、安全管理的-项重要内容。由于安全工器具包含的设备种类繁多、数量较大,其管理工作涉及种类、数量、检查与试验、报废与更新等众多方面,因此有较大的管理难度。传统的管理方式是使用人工和纸质台帐,工作过程繁琐、容易出错。在其他工作已经逐步实现计算机管理的情况下,这种方式显得尤其落后。 同时,据国网公司最新统计,在今年来发生的倒闸误操作事故中,与安全工器具中地线有关的误操作事故在各变电站倒闸误操作事故中高达60/%。虽然防误操作系统已将接地桩纳入到系统中实施闭锁控制,但目前市场上大多数微机防误操作系统的地线闭锁都不完善,其技术手段已经不能满足倒闸操作防误及运行管理自动化的需要。 本论文力求通过先进的微电子技术、嵌入式软件开发技术以及对工器具管理、地线闭锁的深入理解,研究并设计实现“安全工器具管理系统”,将变电站的地线进行严格管理,实现对地线状态的准确检测,以及地线的取走与送回的控制功能;同时对其他安全工器具安装可识别编码,进行智能化管理;并研制手持式读码管理装置,实现工器具试验的统一管理;以提高管理水平、杜绝不规范操作。“安全工器具管理系统”已获得两项国家专利,处于国内安全工器具管理领先水平,并广泛应用于山东电力系统各变电站。 Safety is the eternal theme of enterprises of electric power, Management of the safety apparatus is an important content in electric power enterprise daily production and safety management. Although the anti-misoperation operating system has a grounding pile into the system in the implementation of control, but currently on the market most icrocomputer anti-misoperation operating system ground atresia is not perfect, the technical means can't already meet the switching operation error prevention and management automation needs. In this paper, through the advanced microelectronic technology, embedded software development technology and tool management, ground atresia in-depth understanding, research and design realization of' safety equipment management system', the substation ground to carry out strict management, realize the accurate detection of the ground state, and the wire removed and returned to the control function; at the same time for other safety equipment installation can be coded for identification, intelligent management; and the development of handheld code management device, realizing instruments test management; to raise the level of management, to regulate the operation.'
