摘　　要： 能源活动所造成的气候问题已成为21世纪人类社会最大的挑战,而全球应对气候变化的核心是减少温室气体的排放,其中主要是减少能源生产和消费的二氧化碳排放。中国亦承诺在应对气候变化方面要做出更大的努力与贡献,并将降低二氧化碳的排放量作为约束性指标纳入国民经济和社会发展的中长期规划。 随着“碳交易”“碳金融”“碳关税”成为全球各国关注的热点,各国都致力于经济及产业的低碳化转型,并相继出台了相关法律条规为其保驾护航。作为高消费场所之一,饭店往往需要消耗大量的资源和能源以维持顾客的舒适体验,也直接和间接的排放了大量温室气体,成为城市污染源,饭店业低碳化转型势在必行。饭店低碳化发展有赖于技术、管理、政策等综合措施的推动,其中系统性的行业低碳标准是重要的作用因素。 本文回顾了饭店低碳化及低碳化评价指标体系的相关研究现状,梳理了低碳经济、循环经济、可持续发展理论,并在此基础上参考国内外相关政策、文献及学者的观点、理念等,依照系统性,代表性,可操作性原则,初步选取饭店低碳化的评价指标；然后通过对饭店学者与中高层管理人员发放问卷,筛选指标,并通过因子法确定指标的分类,构建饭店低碳化的评价指标体系；最后邀请专家对指标进行两两比较打分,用层次分析法/(AHP/)确定各项指标的权重,将定性与定量相结合,力使指标层科学、完整、具有可操作性,并对实地调研的各饭店管理人员进行深入访谈,了解各饭店低碳化进程。 最后,本文根据访谈记录,分析粤港澳地区饭店低碳化评价中存在的问题,并试图给出相应的措施。 Climate problem caused by energy activity has become the most important challenge in21st century,and the core measures of solving global climate change is reducing greenhouse gas emissions,which mainly depends on reducing carbon dioxide emissions caused by energy production and consumption.China has also promised that our country will make more effort and contributions in addressing climate change,and will incorporate the reduction of carbon dioxide emissions as binding index into the national economic and social development in the long-term planning. As 'carbon trading''carbon finance''carbon tariffs' has become the focus of countries around the world,countries are all devoting theirselves to low carbon transformation in economic and industry areas. As one of the high consumption places,the hotels have consumed a large amount of energy for keeping customers' comfortable experience and emitted a lot of greenhouse gas,becoming a carbon pollution sources in the city. We can say that the low-carbon transformation in hotel industry is imperative.Hotel low carbonation development depends on technology,management and policy to promote the comprehensive measures, while systemic low carbon standards are one of the important factors. Firstly,this paper reviews the research situation of hotel low carbonation evaluation index system, and combs the theory of Low Carbon Economy, Circulation Economy,Sustainable Development.Based on the domestic and foreign relevant policy,literature reference,scholars' point of view and concept,in accordance with the comprehensive,representative,operational principle,preliminary selecting hotel low carbonation evaluation indexes.Secondly,this paper use the questionnaire survey for further index selection and through the factor method to determines the index classification,so as to determine the hotel low carbonation evaluation index system. Thirdly,we invite experts to compare every two indexes,using the Analytic Hierarchy Process /(AHP/) to determine the weight of each index,combing the qualitative and quantitative analysis,making the index system scientific, complete and practical. Finally,this paper analysis the problems and insufficiency of hotel low carbonation evaluation in Guangdong area through the interview records, trying to give some corresponding measures.
